Winners revealed for £3.7bn Southern Water frameworks Southern Water has awarded contracts to eight companies across two new Capital Delivery Frameworks worth £3.7bn. The winners will now carry out work under the ‘Strategic Delivery Partner’ or ‘Infrastructure Low Complexity Delivery Route’ frameworks. Strategic Delivery Partners will be responsible for major infrastructure projects like constructing new pipelines and pumping stations, or non-infrastructure schemes like upgrades to #water supply works or #wastewater treatment works under the #AMP8 spending programme. The firms awarded places under this deal are Costain Group PLC and MWH Treatment (as part of the CMDP+ joint venture), KIER INTEGRATED SERVICES LIMITED, and Galliford Try Construction for non infrastructure above ground works and Morrison Water Services Ltd for infrastructure works. The Infrastructure Low Complexity Delivery Route framework will either focus on water or waste, and will typically involve design and build projects on our water supply network or sewers. Places have been awarded to Clancy Docwra Limited, United Living Group Infrastructure Services, and Barhale Ltd for works on the water side, and Clancy Docwra Limited, J Browne Construction Co. Ltd and Morrison Utility Services Ltd on the #wastewater side. The total value of the frameworks is approximately £3.7bn over the initial contract term, which is seven years for the ‘Strategic Delivery Partner’ framework and five years for the ‘Low Complexity Delivery Route’ framework. On Tuesday, January 30, 2024, the City of Lake Oswego exercised its right to off-ramp, opting not to proceed with a phase two 30-year P3 agreement with EPCOR to design, build, finance, operate, and maintain (DBFOM) a new wastewater treatment facility. The decision to off-ramp came after the parties successfully completed first phase preliminary services under a Progressive Public-Private-Partnership. In lieu of proceeding with EPCOR, Lake Oswego will leverage lower cost public financing and pursue a competitive procurement aimed at engaging an entity to complete the design and undertake construction, commissioning and (potentially) long-term operations and maintenance. The official press release can be found https://lnkd.in/eGRMVZ5i Progressive P3 are designed to allow the public sector to make fully informed decisions before engaging in long-term, often inflexible P3 arrangements. In this case, the decision to off-ramp came after the City meticulously assessed the proposed project under a P3 and determined that the private financing premium would materially increase the cost of the project for rate payers, making the project unaffordable, without providing additional service value. Consequently, exploring an alternative finance and delivery structure, such as DBO/M, was deemed preferable and in the public interest. It's important to keep in mind that this is precisely how progressive P3 are supposed to work, allowing the public authorities to make fully informed decisions. Under the progressive delivery model, the risk of "capture", as well as the lack of competitive pressure around pricing, have led many to be rightfully skeptical of this model. The actions taken by Lake Oswego should serve as an example to others. However, these have been in the making for several years, here are some of the key activities that have contributed to the recent successes: 🎯 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗽𝗹𝗮𝗻𝗻𝗶𝗻𝗴 – From the start of this AMP8 (Asset Management Plan) cycle of bidding, Mott MacDonald identified a select number of the UK’s water and wastewater companies they wanted to target. 🔎 𝗣𝗿𝗲-𝗽𝗼𝘀𝗶𝘁𝗶𝗼𝗻𝗶𝗻𝗴 – With clear ownership from the Account Leads we developed and maintained client focussed capture plans that were structured, dynamic and agreed across various business units within the EUNA region. 💹 𝗖𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹 𝗺𝗼𝗱𝗲𝗹𝗹𝗶𝗻𝗴 – A dedicated and suitably resourced commercial workstream enabling us to benchmark rates from current cost rates, historical data and market understanding. Not once have we been the cheapest. 👨🏫 𝗗𝗲𝗱𝗶𝗰𝗮𝘁𝗲𝗱 𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴 – A cross-unit investment in training to prepare our teams. A series of basecamps to define consistent / best practice approaches to bid writing and management. Including, client interview training. I am looking forward to seeing how Mott MacDonald help the UK’s water and wastewater companies address the environmental and regulatory challenges, including and not limited to attaining Net Zero by 2030, decreasing sewage overflows, and minimising the impacts of more severe and frequent weather events.

3 Things I never thought about with Transit until I started working at Stantec: 1. The new 11-kilometre LRT line crosses five pipelines that required replacement because of increased stress placed on them by the expanded LRT line. 😲 2. The pipelines, located in the same right-of-way, are owned by three different companies. 😲😲 3. Leveraging real-time data-sharing technology to provide construction oversight, keep traffic moving, and reduce the impact on the public during construction. 😲😲😲 As a user of transit, it's easy to think just of the work you see. It's easy to forget all the work that needs to happen below, and all the communications that need to happen to make it happen. Excited for the Metrolinx Finch West LRT! It's the bus route I would take to Toronto as a student when I had nothing but time, and very little budget. 😂

Would it surprise you if the Government's hopes that land value will fund new #infrastructure rest with this construction cost study? The Centre for Progressive Policy's 'Gathering the Windfall' report cited this 2012 assessment has their source for an average national site development cost of £130k per ha (c.£3,700 per dwelling). This was referenced again in an article today by the Financial Times, see https://lnkd.in/eXFdg4nR, pointing to a 275 times uplift in land value with planning which in turn justifies land value capture. Knight Frank Development Partnerships specialises in new settlement delivery and in our experience the cost of infrastructure is currently closer to £2.275m per ha (£65k per dwelling). This difference (of £2.15m per ha) means that government policy is founded on a false expectation. Projects may begin with great enthusiasm but will soon be derailed on viability issues. When are we going to have a well-informed conversation on how infrastructure is funded?
