The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia’s independent expert regulator for health and safety, environmental management and structural and well integrity for offshore petroleum facilities and activities in Commonwealth waters. By law, offshore petroleum activities cannot commence before NOPSEMA has assessed and accepted detailed risk management plans that document and demonstrate how an organisation will manage the risks to health and safety to as low as reasonably practicable (ALARP) and the risk to the environment to ALARP and with acceptable environmental impacts.

    More than 160 guests from across Australia and around the world logged on to the Offshore Infrastructure Regulator - Ask the Regulator webinar on Thursday, 11 October. The webinar was hosted from OIR's head office in Perth, Western Australia. After an Acknowledgment of Country, CEO Sue McCarrey gave an opening address, discussing OIR's vision for a safe, environmentally responsible and sustainable offshore renewables industry. Ms McCarrey said community acceptance of offshore wind was contingent on genuine engagement and collaboration across industry and government, adding that the OIR was dedicated to building trust to do its job effectively and maintain social licence. Owen W., Executive Director - Offshore Renewables Regulation gave an overview of the OIR's design notification scheme and management plans. Mr Wilson also spoke about OEI Act and EPBC Act interactions, work health and safety, financial security requirements, and definitions of safety and protection zones for offshore wind projects. The webinar then opened to a live Q&A session, with Owen Wilson and regulatory specialists Barney Lewis, Zoe Jones, and Sarah Miller taking questions from attendees. The Q&A session covered a wide range of topics including the design notification scheme, emergency response arrangements, management plans and decommissioning. The OIR will look to hold additional workshops with a focus on work health and safety and consultation requirements in the future.     NOPSEMA is dedicated to ensuring best practice when it comes to work health and safety (WHS). This month is National Safe Work Month, a time to commit to building safe and healthy workplaces for all Australians. No job should be unsafe, and no death or injury is acceptable. National Safe Work Month provides a valuable opportunity to raise WHS awareness and highlight the benefits of good risk management. This year's theme is 'Safety is Everyone's Business', meaning WHS should be a fundamental right and principle across all industries. This week's theme is Psychosocial Hazards. How can we identify and manage them? What are some of the common myths around mental health in the workplace? How can we prevent workers from experiencing psychological as well as physical harm?     The Offshore Infrastructure Regulator recently attended the Global Offshore Wind Regulator's Forum (GOWRF) in Hamburg. This year's AGM was hosted by Germany's Federal Maritime and Hydrographic Agency. Day one of the forum focused on sharing the latest regulatory updates among participating jurisdictions. Day two provided an opportunity for GOWRF members to have an in-depth discussion of priority regulatory topics facing member jurisdictions.     Vacancy: Executive Assistant NOPSEMA is recruiting an experienced Executive Assistant to join to its Perth office. The Executive Assistant plays a vital role in providing high-level, proactive and executive business support to the Deputy Chief Executive Officer - Regulatory Operations, to facilitate the smooth operation and function of the Division. In this role you will be responsible for diary and information management including efficient scheduling of meetings and appointments, liaising with internal and external stakeholders, managing events and travel coordination.   You will also manage incoming correspondence and prepare and disseminate agendas, briefs, reports, presentations and other documents.   The successful candidate should possess significant experience supporting senior executives, preferably in a government or regulatory environment, excellent attention to detail, and high-level written and verbal communication skills with the ability to build rapport with internal and external stakeholders at all levels.   You must be able to demonstrate advanced proficiency using the Microsoft Office Suite and experience in the provision of secretarial and administrative support in a confidential office environment, with the ability to work independently and nimbly to manage competing priorities in a diverse workload.     Last week two representatives from the NOPSEMA Strategic Regulation and Improvement Division attended the inaugural Australian Sea Country Conference at the Darwin Convention Centre, Larrakia Country.   The conference, hosted by the Aboriginal Sea Company (ASC), featured interactive panel discussions and breakout sessions from industry leaders.    While the conference focused on fisheries management, there were key takeaways relevant to NOPSEMA in terms of improving engagement and in combining Traditional knowledge with science to improve the management of Sea Country.   There was also discussion about what kind of peak body could be established to represent First Nations people with rights and interests in Sea Country.   “Australia currently has national peak bodies representing the seafood industry, recreational fisheries and environmental interests in Sea Country, but there is nothing in place for First Nations,” ASC’s CEO Robert ‘Bo ‘ Carne said ahead of the conference.   “This conference presents an opportunity to have greater consistency in the recognition of native title rights and relevant legislation regulated by states and territories.” #NOPSEMA #AustralianSeaCountryConference #SeaCountry

    NOPSEMA's attendance at LiftEx Gold Coast 2024 has been recognised by conference organisers LEEA. LiftEx 2024 was a two-day exhibition and conference bringing together leading lifting and height safety equipment suppliers with end-users engaged in operating, inspecting, and testing lifting equipment across diverse sectors, from oil and gas and mining to construction, marine and renewable energy. NOPSEMA's Wouter Pattynama (Executive Director – Regulatory Operations) and Percy Dhanbhoora (Director – Production) spoke on the regulatory complexities of multi-party offshore operations and discussed the outcomes of recent NOPSEMA investigations into offshore lifting incidents. LEEA Regional Manager Justin Boehm said Mr Pattynama and Mr Dhanbhoora's presentation, Offshore Cranes and Lifting - A Regulator's Perspective had been an eye-opener for many attending the conference. "We were very lucky to have had NOPSEMA attend and discuss the offshore energy environment from a regulatory perspective," Boehm told Cranes and Lifting, the magazine dedicated to Australasia's crane industry. "I know they opened a lot of eyes into the issues and dangers that surround safety in the offshore industry." Reporting to the Executive General Manager – Corporate and Business Transformation, this role will lead the finance and procurement function and manage financial, budget and audit processes and related reporting requirements, ensuring effective modelling and forecasting of expenditure and revenue to facilitate planning, resource allocation and management of appropriate fees and levies. As a strategic leader with extensive experience and knowledge, you will provide specialist, high level technical advice on financial management and accounting policies to internal and external stakeholders, including NOPSEMA’s executive leadership team and contribute to the discharge of financial management responsibilities in accordance with the Public Governance, Performance and Accountability Act 2013.
