We need to “commingle funding. No private buyer alone is going to make these things scale. We need to find “a structured a way and make an effort altogether on the financing of carbon removals.” -Fabien Ramos Currently, what we see is a “sort of mosaic across geographies at both the international and national levels” - Jack Andreasen In attempt to clarify this mosaic, last week, Christoph Beuttler asked some of the most important decision-makers from both sides of the pond to explore the main challenges for scaling carbon removal and some of the key policies that would make the difference.     How can #EUETS revenues be spent effectively to reach climate objectives while boosting competitiveness? 📣 A coalition of civil society organisations, cleantech innovators, investors, industry associations and researchers calls for ETS revenues to be spent in a more efficient way, to keep the EU on track with #greendeal objectives and support the development of key clean technologies and solutions. To ensure effective spending of EU ETS revenues, we call on the Ministries of finance and European Commission to consider the following recommendations:    1️⃣ Allocate all ETS revenues to climate-action related measures.     💡 Comment assurer une utilisation efficace des “émissions négatives” ? Je suis ravi de partager avec vous la dernière publication de Carbon Gap, co-rédigée avec mes collègues Francesca Battersby et Eli Mitchell-Larson. Nous y abordons une question clé dans la lutte contre le changement climatique : comment utiliser au mieux les crédits carbone, et les “émissions négatives” qui leur sont associées, pour renforcer ces efforts ? Le dernier rapport du GIEC est sans équivoque : pour limiter le réchauffement bien en dessous des 2°C, il est primordial de réduire rapidement et drastiquement les émissions, mais aussi de développer l’élimination du dioxyde de carbone (#EDC). Ce secteur permettra de retirer le CO₂ qui s’accumule l’atmosphère et donc de générer des émissions négatives. Pour soutenir l’EDC, l’Union européenne est en train de mettre en place le #CRCF (Cadre réglementaire pour la certification des absorptions de carbone), qui vise à instaurer un marché transparent, avec une offre de crédits carbone de haute qualité. Cependant, pour maximiser l’impact de ces émissions négatives, il est essentiel de clarifier leur usage : qui doit les utiliser, et dans quel objectif. Sans cadre précis, on risque de freiner la croissance du secteur ou, pire, d’inciter à ralentir la réduction des émissions. Voici les trois messages que j’en retiens : 👉 Clarifier les usages volontaires de l’EDC : l’UE doit fournir un cadre clair pour les entreprises utilisant volontairement des crédits carbone. Ce cadre doit être transparent et empêcher le greenwashing. 👉 Élargir les usages de l’EDC : l’usage de l’EDC ne peut pas s’arrêter aux marchés volontaires du carbone. L’UE doit envisager la création d’un marché régulé des émissions négatives, au-delà du seul marché volontaire, pour mobiliser le secteur privé et accélérer la croissance de l’EDC. 👉 Mobiliser les pouvoirs publics  : les États doivent s’engager massivement dans l’EDC pour atteindre leurs objectifs de neutralité carbone d’ici 2050. Ce sont eux qui devront devenir à terme les principaux utilisateurs de l’EDC. In it, we tackle an important question: how should we best use #CDR to help mitigate climate change? The EU is currently implementing the #CRCF, providing quality guidelines on the supply of CDR. However, to maximise the climate benefit of CDR, we must also clarify its uses: who should use it, and for what purpose. Without that, the sector's growth could be hindered, or worse, global efforts to reduce emissions could be undermined due to mitigation deterrence.     🤷♀️ Great, you have removed CO2 from the atmosphere. But now, how do you use it? Beyond the conversation about improving the quality of carbon removal (CDR) supply, aided by regulation, we often forget to ask: 𝘄𝗵𝗼 𝘂𝘀𝗲𝘀 𝗖𝗗𝗥? 𝗔𝗻𝗱 𝘄𝗵𝗮𝘁 𝗳𝗼𝗿? To ensure CDR benefits the climate and our ecosystem, we must not only look at how it is generated but also at how it is 𝘂𝘀𝗲𝗱 once removed. ⚖️ Should CDR be used voluntarily, by companies wishing to compensate for their emissions? 🎯 Should it become part of compliance mechanisms, or a tool for governments to reach their climate targets? 🌳 How should nature-based CDR be best used?     The co-claiming by several organisations (typically public and private co investors) of the climate benefits generated by one single CDR project can yield contrasting outcomes in terms of financial additionality, risks of double counting and overall climate ambition. At Carbon Gap we are looking for evidence or case studies to figure out the parameters required to stay on the productive side of co-claiming. Have you come across such situation ?
