Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF)

About us

The Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) supports its more than 80 member countries in advancing their sustainable development goals through effective laws, policies, and regulations for the mining sector. We help governments take action to develop inclusive and gender-equitable practices, optimize financial benefits, support livelihoods, and safeguard the environment. Our work covers the full mining life cycle, from exploration to mine closure, and projects of all sizes, from artisanal mining to large-scale operations. Guided by our members’ needs, we provide in-country assessments, capacity building, technical training, publications, and events to advance best practices, peer learning, and engagement with industry and civil society. The International Institute for Sustainable Development has hosted the IGF Secretariat since October 2015. Core funding is provided by the governments of Canada and the Netherlands.

  • We provided a first-of-its-kind program for the mining authority in Honduras, to support its goal of a more inclusive and equitable artisanal and small-scale mining (ASM) sector. The government quickly put theory into practice, drawing on our program to adopt a gender-sensitive approach in its ASM outreach, education, and formalization activities. We recently delivered a workshop on mine closure and rehabilitation in Cambodia—the first of its kind in the country. The week-long program included a field trip to a limestone quarry and cement production facility in Kampot Province, south of Phnom Penh. Participants from Cambodia’s Ministry of Mines and Energy examined the quarry’s conditions and saw progressive reclamation in progress, research-based environmental rehabilitation work, and initiatives to engage with local communities. At the cement plant, participants learned about the cement production process, from raw-material extraction to finished products. The workshop’s capacity-building modules, facilitated by Rob Stevens and Murtiani Hendriwardani, covered the foundational aspects of mine closure and post-mining rehabilitation, as well as more complex technical issues, including mine closure plans and cost estimation, environmental and social closure, physical and chemical stability, biodiversity and reclamation, risk assessment, and abandoned mines. Lead, Tax and Extractives. I manage the Global Mining Tax Initiative at the IGF Secretariat.

The Fourth Financing for Development Conference (#FfD4) is an important opportunity to set the agenda for the next decade of international support to developing and emerging economies. Natural resources, #mining in particular, can provide a critical source of public revenue to many countries, but more support is needed to address ineffective policies, tax avoidance and weak governance. Read my latest blog below!

Natural resources account for over 10% of GDP in 20 low-income countries and more than 4% in over 40 countries. Yet, due to tax avoidance, weak policies, and the misuse of tax incentives, many developing nations are missing out on vital revenues from the sector. Thomas Lassourd, who leads IISD’s work on tax and extractives, argues that resource taxation must be included in the agenda at the Fourth Financing for Development Conference (FfD4). Read the full piece to see how #FfD4 can address resource taxation and help developing economies collect much needed revenues to invest in sustainable development, climate, and nature goals. 🔗 https://lnkd.in/gzGq7AJ9 #FfD4 #ResourceTaxation #SustainableDevelopment

This was an excellent meeting. We spoke about the imperatives of overcoming challenges facing #exploration, such as price volatility, low return of investments, complex permitting processes, lack of funding and incomplete geological data. Many countries shared their experiences in addressing the challenges. In my welcoming remarks as a co-host of the event, I spoke about some of the systemic issues facing exploration. The IGFMining will support its member countries in addressing some of the pressing challenges, in particular the bottlenecks impacting the permitting process. Keep an eye on our work in the next few months.

Mining Government Ministers and representatives responsible for #mining in their countries, industry leaders, and financial institutions joined us to celebrate the 10th International Mines Ministers Summit (IMMS) and close the market. Held during #PDAC2025 at the Bank of Montreal office in Toronto, #IMMS is co-hosted by the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development, the World Economic Forum, and Prospectors & Developers Association of Canada (PDAC). This global gathering fosters discussions on key challenges and opportunities in mining. As the leading advocate for mineral exploration, PDAC represents over 8,000 members worldwide, supporting a responsible, competitive, and sustainable sector—one that employed 664,000+ people and contributed $132 billion to Canada’s GDP in 2021. The PDAC Convention remains the world’s premier event for the mining and exploration industries.
