About us

Founded in 1970, the Oil Companies International Marine Forum (OCIMF) is a voluntary association of oil companies having an interest in the shipment and terminalling of crude oil, oil products, petrochemicals and gas, and includes companies engaged in offshore marine operations supporting oil and gas exploration, development and production. Our vision is a global marine industry that causes no harm to people or the environment. Our mission is to lead the global marine industry in the promotion of safe and environmentally responsible transportation of crude oil, oil products, petrochemicals and gas, and to drive the same values in the management of related offshore marine operations. We do this by developing best practices in the design, construction and safe operation of tankers, barges and offshore vessels and their interfaces with terminals and considering human factors in everything we do.

  • Despite ongoing efforts, enclosed space entry remains a critical safety issue within the shipping industry, with incidents and fatalities still occurring. This year OCIMF hosted two Enclosed Space Entry – Joint Industry Workshop meetings, made up of leading organisations, governmental departments, and specialists to collectively address this challenge. The group is currently gathering data on accidents within enclosed spaces to inform the development of strategies to improve safety standards and protect lives at sea. This collaborative effort reflects a shared commitment to finding practical solutions for the wellbeing of seafarers and third-party contractors.   • OCIMF is pleased to share that SIRE 2.0 is now LIVE! The transition to OCIMF’s digitalised tanker inspection programme marks a new era of higher safety standards and reflects the shared commitment across industry to enhancing the quality and consistency of tanker operations worldwide. From this point forward, industry will benefit from more in-depth reporting and comprehensive assessments of the quality of a vessel and its crew on an ongoing basis.   • OCIMF participated in the Society for Gas as a Marine Fuel (SGMF) Methanol Bunkering Working Group meeting in Copenhagen on 10 – 11 July. This collaborative event, a key part of the Memorandum of Understanding between SGMF and OCIMF, focused on finalising the technical aspects of an upcoming publication titled 'Methanol as a Marine Fuel – Safety and Operational Guidelines – Bunkering,' set for release in October 2024. The guidelines are designed to provide comprehensive safety and operational advice for all stakeholders involved in methanol bunkering, including shipowners, operators, suppliers, maritime administrations, and port authorities. This publication is expected to become an essential reference for the marine industry, with a strong focus on mitigating risks and ensuring safe, reliable, and environmentally responsible bunkering practices.   • Exploring the future of maritime operations. In July, OCIMF’s Nautical Adviser, Kevin Coelho, had the opportunity to visit Seafar, a cutting-edge Marine Autonomous Surface Shipping Remote Operations Centre (MASS ROC) based in Antwerp, Belgium. As discussions at the IMO continue to gather momentum around the rapidly evolving world of Maritime Autonomous Surface Ships (MASS), key issues are being addressed, including risk management, communication reliability, network governance, training for MASS operators, and the safety management aspects of ROCs. Kevin's visit was to gain a deeper understanding of the inner workings of MASS operations from an ROC perspective and to help answer some of the frequently asked questions about this emerging sector.   • OCIMF participated in the International Tanker Seminar hosted by the International Chamber of Shipping earlier in July. With the implementation of SIRE 2.0 in less than a month, Aaron Cooper, OCIMF Programmes Director, delivered an insightful address to a diverse audience representing various sectors of the marine industry. His presentation offered a comprehensive overview of the evolution of key programmes, including SIRE, BIRE, and OVID, culminating in the rationale for the transition to SIRE 2.0. Aaron emphasised that the principles underlying SIRE 2.0 — such as digitisation, a focus on significant risks, the establishment of metrics and Key Performance Indicators, and the integration of human factors — are not confined to the tanker industry alone.   • Three additional training modules have been added here to the series of SIRE 2.0 Technical Training Videos to further support users understanding of the SIRE 2.0 approach to performing inspections. · Module 6 – provides additional explanations on how observations are recorded using the SIRE 2.0 software. · Module 7 – provides guidance on the reporting and response to defects and issues recorded that sit outside of the CVIQ. · Module 8 – a four-part mini-series providing guidance for conducting SIRE 2.0 inspections in paper format as a final contingency measure. These videos are aimed at vetters as well as staff based in operators’ offices ashore, however, all stakeholders should view them to get a full picture of how SIRE 2.0 inspections work. These videos can also be downloaded and circulated to ships for their viewing as part of a regular discussion and training programmes onboard.
