Special report from 1.5M New Homes: The Local Government Challenge on community engagement How do a Councils and Developers align and successfully engage a local community on a development of 1,000-plus new homes? Here’s a case study from London Borough of Hounslow, where Hadley Property Group is redeveloping the GSK campus into a mixed-use area including 1,000-plus new homes. A previous episode looked at the local politics of housing delivery (https://shorturl.at/u2rIG), touching on the degree to which people feel they can shape the future of their community through mechanisms such as the Local Plan and Planning Committee. We wanted to dig further into this critical ingredient for successful delivery so in this, our final episode from Hounslow, we look at how consultation and engagement can successfully foster that sense of agency. How do councils balance the need for investment and growth - not least in new homes - with local people’s resistance to change - their fear, as London Borough of Hounslow Leader, Councillor Shantanu Rajawat puts it, of “what will be available for me, in my time of need, if there is so much pressure on the system”? Cllr Rajawat and Deputy Leader, Cllr Tom Bruce set out their stance on the development industry, their message to local residents on growth, and how well their Local Plan and Planning Committee reflect local people’s needs and aspirations. “Government is trying to speed up the process,” says Cllr Bruce. “We are very clear about maximising the delivery of new homes. We’re on the same page.” We’re trying to find a balance, he says, between getting delivery moving and “ensuring there is democratic oversight and people feel they’ve had a say and they’ve been listened to.” It’s interesting to see planning reform from this perspective, to understand why the system is like it is, and aspects that should be treasured amidst the momentum for reform. Is London Borough of Hounslow the first council to respond to the Government’s plans for a modern industrial strategy (https://lnkd.in/ex8ZmH7E) and to the London Growth Plan? (https://lnkd.in/ekjkY_5B) Director of Regeneration and Growth Peter O'Brien thinks so, describing a Business Case for Growth which supports the Council’s investment in its own capacity to deliver economic growth and new homes. “We’ve got an excellent council housing delivery team,” he says. “I’m looking to grow a team with capacity in estate regeneration, area regeneration, inward investment, sector development. I want to be in a position to partner with those looking to invest in Hounslow, to smooth the journey for them, while securing value - financial, social, economic and environmental - for the citizens of Hounslow.” For as long as he’s been in the sector, he says, skills has been a key issue.
