Thank you to Jackie Wright who shared a fascinating insight into her role and career path with officers from the South & East Lincolnshire Councils Partnership’s #FutureLeaders Programme. Jackie is Chief Delivery Officer for Public Sector Partnership Services Ltd. As well as an insight into her role and the work of her team, Jackie shared with the group the importance of horizon scanning to help deliver the best service for customers and residents, as well as learning about management styles to help get the best from your teams. Some of her top tips include: ⚫ Ask for feedback and take it all on board ⚫ Always give feedback to your teams ⚫ Push yourself out of your comfort zone ⚫ Age is very much just a number ⚫ It is ok if your career path is a wiggly line! The Future Leaders programme is a development initiative offered by the Partnership to the workforce across the three councils, Boston Borough Council, East Lindsey District Council and South Holland District Council. As well as supporting career progression and retention of talent within the organisation, it supports officers to develop key skills including public speaking, confidence, political awareness and strategic thinking. Each officer is assigned to a mentor from the Partnership’s Corporate Management Team. Thirteen delegates successfully applied to be the on the new cohort for 2025-27 and have now started the programme. We look forward to following their journey! News release 🗞️📢 Work on the new transformational South Holland Health and Wellbeing Hub continues to progress, with a series of key milestones set to take place over the coming months as the South Holland District Council project moves towards construction. Following the granting of planning permission earlier this year, site surveying and preparation works at the Castle Sports Centre are due to begin in early May to prepare the site for development, with further early external works then due to get underway following the formal appointment of a contractor. Starting with external works will minimise the length of disruption to the existing Centre’s users as much as possible, keeping the facilities available over much of the summer months. Closure of the dry side is now expected to be in late August to allow the main construction works to begin, with the swimming pool facilities remaining open throughout. Temporary fitness suite and group exercise facilities will be available from this point at the Spalding Campus of Boston College on Red Lion Street, along with the council arranging temporary facilities for indoor bowls activity to continue in Long Sutton. These plans would target the completion of construction in late 2026, with the new combined state-of-the-art centre opening to the public in January 2027. The project, which is receiving £20million of UK Government funding alongside further investment from South Holland District Council, will address health and wellbeing through the provision of improved sport, recreation and leisure facilities, alongside new health and wellbeing services and facilities for residents. This phase of works will include the creation of a single building containing two new swimming pools, village changing facilities, multi-sport hall, fitness suite, cycle and group exercise studios, health and wellbeing consultation rooms, children's adventure play area and updated reception and servery areas. Around the rest of the site, it will see the creation of a new outdoor 3G pitch, park run circuit, community garden, running loop, additional cycling provision and improved car parking with electric vehicle charging points, along with necessary remedial works to the bowls hall. Councillor Gary Taylor, South Holland District Council's project sponsor, said: "It is fantastic to see this transformational project taking shape, bringing high-quality leisure, exercise, sport and wellbeing facilities to South Holland and bucking the national trend. “With works beginning soon, we are taking a major step forward in delivering something that will benefit the whole community for generations to come, and I can’t wait to see construction taking place. We will keep residents informed of the progress made and will share more updates as we move towards construction and completion of this brilliant new centre." Officers from the South & East Lincolnshire Councils Partnership’s Economic Development Directorate and businesses from our region were delighted to be guests at the UK House of Lords this week. At the invitation of the UK Fresh Produce Network (uk FPN), this was an opportunity to take businesses from South East Lincolnshire to London to promote the area’s business base and build on the already strong relationships firms share both locally and across the UK. The event also shone light on the importance of agri-food sector and the ever-growing scope for further innovation and collaboration between agriculture, science and technology to support food production in Lincolnshire. The UKFPN event was the culmination of a year of insightful presentations on a wide range of topics, including international trade and AI, aimed at giving UKFPN members a platform to showcase their expertise and passion. The programme of UKFPN presentations and events over the past year has been funded by a grant from the UK Shared Prosperity Fund, distributed by South & East Lincolnshire Councils Partnership. Congratulations to the first in-house cohort of South & East Lincolnshire Councils Partnership officers who have qualified with #ILM Level 5 certificate in Leadership and Management. Supporting colleagues on their professional development through #training and #qualifications is important for growing #career opportunities and the retention of expertise at the South & East Lincolnshire Councils Partnership. This was the first time the course has been provided in-house with Challenge Training and Consultancy Limited t/a Challenge Consulting coming to the Partnership to deliver the modules and assessments. As well as assignments in Effective Leadership, Innovation and Change and a professional presentation, eight learning days were delivered, with fun leadership and group working activities thrown into the mix! Delivering the qualification in-house has brought colleagues together who may otherwise never had the opportunity to meet, enabled them to share experiences from within the organisation and learn from each other. Rachael Leggett, Group Manager – Planning Support, said: “I’ve thoroughly enjoyed the ILM Level 5, and being part of the cohort of managers from the Partnership made the experience all the more valuable and enjoyable. “It’s been great to learn a lot of theory as well as a lot about myself, alongside a great group of service managers and colleagues; sharing our experiences and being able to support one another has been invaluable. News release 🗞️ 📢 Spalding’s Ayscoughfee Hall Museum & Gardens will be transformed into a unique recreation of an 18th-century pleasure garden later this month, for Ayscoughfee Enlightenment. Taking place on the evenings of Friday 21 and Saturday 22 March, the special event will invite thousands of residents and visitors to experience the Hall’s history brought to life through immersive theatrical performances, lantern-lit pathways, period music and artistic displays, offering the opportunity to experience the elegance and excitement of the Georgian era first-hand. There will be activities and attractions for the whole family to enjoy, with performances from opera singers and a quartet, as well as a dance troupe giving the chance to try out Georgian court dances. Across the Gardens there will also be spectacular fire displays, stunning art installations from local artists Nicki Jarvis and Liz Kelleher working with the local community and illuminated nightscapes including glowing pathways and even a mysterious grotto with a local folk tale to tell. Families will be able to take part in a storytelling trail and character-based scavenger hunt based around Spalding’s Georgian history, and Ayscoughfee Hall Café will be open serving period-inspired refreshments for that fully immersive experience. Visitors are encouraged to embrace the Georgian spirit by dressing in period-inspired outfits, with a special prize to be awarded to the best-dressed guest. Organised and ran by South & East Lincolnshire Councils Partnership’s Story Tellers NPO programme, in collaboration with specialist historical production organisation Heroine City, Ayscoughfee Enlightenment is inspired by famous pleasure gardens like Vauxhall and Ranelagh, capturing their spirit through these live entertainment, cultural displays, and interactive activities. Story Tellers is the Partnership's Arts Council England NPO programme, which aims to fund art and culture activities and collaborations centred on the area’s rich heritage, bringing to life stories across Boston borough, East Lindsey and South Holland. Ayscoughfee Enlightenment will run from 6pm-9pm across the two evenings, with visitors able to book a one-hour slot to visit on either night. Pre-booking is required, with a nominal £2 booking fee for adults introduced to help encourage attendance and enjoyment of this special event, with it being free for accompanied children. Congratulations to Andy Fisher on his appointment as Returning Officer and Electoral Registration Officer to Boston Borough Council
Andy Fisher, Joint Deputy Chief Executive (Programme Delivery) and Assistant Director of General Fund Assets, has been appointed as Returning Officer and Electoral Registration Officer to Boston Borough Council. Andy has many years of experience as a Deputy Returning Officer, delivering elections in Lincolnshire. Now as Returning Officer, he will be responsible for overseeing elections and ensuring the democratic and legal process is followed before and during an election. He will also be responsible for maintaining the electoral register in the Borough. Andy will be the Local Returning Officer responsible for running the Combined County Authority Mayoral Elections in the Boston area on May 1. The appointment to these roles was made at Full Council on Monday 3 March. Andy said: “I thank Boston Borough Council for appointing me to these roles. These positions help ensure elections are carried out properly and legally to ensure the democratic process up to and including election day are duly followed. “I look forward to working even more closely with the elections and democratic services team at Boston Borough Council as we prepare for the GLCCA and Lincolnshire County Council elections on May 1.” Andy takes on these duties from John Leach, Deputy Chief Executive (Communities) who leaves the South & East Lincolnshire Councils Partnership soon to become Joint Chief Executive of Redditch Borough Council and Bromsgrove District Councils.

Cllr Paul Redgate, Chairman of the Special Interest Group for Internal Drainage Board Levies and James Gilbert, Assistant Director – Corporate, were pleased to present to the All-Party Parliamentary Group for Sustainable Flood and Drought Management today at Portcullis House, Westminster. They thank the Association of Drainage Authorities (ADA) Authorities for the opportunity to speak to MPs and representatives of Internal Drainage Boards at the event, where they explained the impact of the Special Levy on a small number of councils across England. Between 2022/23 and 2024/25, the Special Levy which Councils have no choice but to pay, has increased nationally from £38m to £50m. Further increases modelled at five per cent for the next financial year could bring the amount to around £53m. Whilst the Special Interest Group councils fully support the essential work of the IDBs the financial pressure being placed on a small number of Councils is unsustainable and placing them in a precarious position. Some councils are having to reduce service provision to meet the Special Levy charge. Government has provided some short-term funding, which is welcomed; whilst also committing to a longer term funding solution and we await details. The APPG, formed in 2022, aims to bridge the significant gap in the coverage of flood and water level management-related policies being discussed at Westminster. It aims to improve understanding about the industry, their current responsibilities and challenges and also their unique capability to make a significant contribution towards the goals of the 25 Year Environment Plan and many other key Government Strategies. News release 🗞️📢 The South & East Lincolnshire Councils Partnership is pleased to announce an exciting new collaboration with Arts&Heritage (A&H), bringing together local artists and heritage partners to uncover and celebrate the region’s rich history in innovative ways. The project is part of Story Tellers, the Partnership’s Arts Council England NPO programme, which aims to fund a programme of art and culture centred on the rich heritage and stories from Boston borough, East Lindsey and South Holland. As part of this new collaboration, a series of free Artist and Heritage Matchmaking Workshops will take place between Saturday 1 March and Monday 3 March across the sub-region. These workshops will aim to foster new connections between artists of all disciplines and local heritage organisations, helping to tell the untold stories of South and East Lincolnshire from fresh perspectives.
