H.E. Ms. Razan Al Mubarak and Ms. Nigar Arpadarai are the High-Level Climate Champions for #COP28 and #COP29.

About us

At the COP 21 United Nations climate change conference in Paris, governments agreed that mobilizing stronger and more ambitious climate action is urgently required to achieve the goals of the Paris Agreement. To connect the work of governments with the many voluntary and collaborative actions taken by cities, regions, businesses and investors, nations decided to appoint two Climate Change High-Level Champions. The champions work focuses on two crucial areas: 1. Engage with interested Parties and non-Party stakeholders: This work builds on existing initiatives and supports new and more geographically diverse initiatives. Focus is placed on connecting initiatives and coalitions with national action plans such as nationally determined contributions (NDCs) to the Paris Agreement. This helps bringing more transparency, with result tracking and lends demonstrable credibility to climate action. 2. Input from the champions efforts to mobilize action helps the secretariat organize technical expert meetings and, in collaboration with the Executive Secretary and the current and incoming Presidents of the Conference of the Parties, coordinate annual high-level events to spur even greater ambition and action.

Read the op-ed in Economist Impact co-authored by H.E. Razan Al Mubarak and Johan #Rockström on why nature remains our greatest ally in achieving net-zero. In 2023, the cost of climate change was devastating. 12,000 people lost their lives, inflicting over $200 billion in damages. At #COP28, nature was given greater prominence, with almost every country calling for an end to deforestation. As officials continue discussions in #COP16Colombia, the COP to COP road needs to ensure sufficient levels of public and private finance to keep the remaining nature on Earth intact. By 2030, nature could provide a third of cost-effective decarbonisation, generate 395 million jobs and create annual business opportunities worth some $10 trillion, if action is taken now. UN Climate Change High-Level Champion for COP28. IUCN President. Global leader and advocate for climate and nature.

As part of the UN High-Level Climate Champions for COP28 I welcome the support from businesses, investors, scientists, #IndigenousPeoples, youth and civil society organizations to the leaders of Colombia and Brazil. The road from COP16 Colombia in Cali to #COP30 in Belem demands strong unity to put nature at the heart of our decisions. We are at a pivotal moment for integrated environmental action. At COP28 UAE we elevated the importance of nature to secure a sustainable future. Non-State actors are key to helping countries strengthen national climate and nature plans, scale up investment for nature and food system transformation and support the full and effective participation of farmers, Indigenous Peoples and local communities across climate, food systems and nature policy development. Together we can make the #ParisAgreement and the #GlobalBiodiversityFramework a reality.                                                                     #UAEConsensus

Latest from #COP16Colombia. H.E. Razan Al Mubarak engaged with high-level leaders in Cali on Wednesday in support of the six-year race to restoration and to take forward the momentum built at #COP28 to put nature at the heart of actions for our future. The Restoration Day event was attended by ministers of Brazil, Colombia, Germany, representatives of UN Environment Programme, FAO, CBD and UNCCD Secretariat, and leading voices from Indigenous Peoples, academia and the private sector, highlighting that progress is urgently needed to achieve restoration targets. By 2030, 350 million hectares of degraded land need to be restored to safeguard the livelihoods of millions of people and potentially yield up to $9 trillion in ecosystem services to restore hope for a sustainable future. The restoration of 12 million hectares of native vegetation in this decade in Brazil through the national “Planaveg” was announced by the national government. Representatives of the African continent also announced initiatives to scale up restoration initiatives in the continent. Ministers and non-State actors leaders gathered at the “Thematic Ministerial Dialogue: Biodiversity and Climate Change” to discuss how to move from science to action. The event also marked the #COP16 Presidency’s contribution to the #Rio synergies agenda under the #RioTrio initiative and highlighted the legacy of #COP28 to strengthen the nature and climate agenda to achieve the #GlobalBiodiversityFramework and the #ParisAgreement.

  • Latest from #COP16Colombia. Mangrove's long-term conservation and the leadership of non-State actors in Latin America and the Caribbean on the road to #COP30 were key topics of the engagements of the High-Level Climate Champion, H.E. Razan Al Mubarak, on Tuesday in Cali. The session “Securing the Future of Mangroves: The Mangrove Breakthrough for Climate Action, Biodiversity Protection and Sustainable Finance” explored the integration of mangrove conservation into global policy frameworks, perspectives of indigenous and local communities and innovative financing solutions for restoration. Organized by the Global Mangrove Alliance, Ambition Loop, NDC Partnership and the Climate Champions, representatives of governments and non-State actors united to discuss long term plans to protect these coastal forests. The Mangrove Breakthrough seeks to drive action to secure the future of 15 million hectares of mangrove forests by 2030. The high-level dialogue “From Rio to Cali leading to Belém” brought together representatives of non-State actors from Latin America and the Caribbean. Participants highlighted that the leadership across the region is grounded in the interconnectedness of the climate and nature agenda, with food systems transformation firmly at the center of both. On the way from Cali #COP16 to Belém COP 30, participants of the dialogue focused on the urgent necessity to increase finance flows in adaptation projects and nature-based solutions as a critical priority to LAC and vital to achieve the goals set by the Kunming-Montreal #GlobalBiodiversity Framework. Razan Al Mubarak's, High-Level Champion for COP28 UAE engagements in Cali on Monday. During the “Leaders Protecting Forests to Global Biodiversity and Climate Goals” ministerial event, organized by the Forest and Climate Leaders’ Partnership, Razan joined government representatives to discuss how the protection, conservation and restoration of forest ecosystems is a priority issue that cuts across all three #RioConventions. Real economy actors and government representatives came togther for the panel “Leveraging Disclosure, Data and Precision: Unlocking Opportunities to Align and Enhance Responses to Nature-Related Risks”. They delved into the latest developments on the Taskforce on Nature-related Financial Disclosures (TNFD), the nature-climate nexus and the power of data to meet the goals of the #GlobalBiodiversityFramework. Nature-related risks and their implications for both public and private organizations, the economy and society as whole, were also central topics of the discussion, building on the achievements of COP28 where nature was placed at the heart of the #UAEConsensus.
