Today, the GRTC Board of Directors voted to advance site 9, the former site of the Public Safety Building, as the future location of GRTC’s Downtown Transfer Hub. The move requests the City transfer control of the parcel to the Economic Development Authority and establishes GRTC as the project manager for continued development activities on the site. The location is well suited for future transfer usage, conveniently close to the existing and planned GRTC Pulse lines and the fixed route network, and adjacent to the temporary Downtown Transfer Station, which will continue operating until the new site is ready for service. “This is an exciting step, as it will allow GRTC to continue moving forward with design, outreach, and sourcing of financial partners for a modern transit facility with dynamic mixed-use development,” said GRTC Chief of Staff Adrienne Torres, who will serve as the agency’s representative on a special Transfer Hub task force. “This project will be a focal point for development in Downtown Richmond – we imagine this site with hundreds of homes, retail, community space, and amazing transit service to continue supporting the revitalization of our Downtown and encourage more people to ride the bus.” GRTC Board Chairman Tyrone Nelson praised the board’s unanimous adoption of the site, saying “This project will continue the advancement of public transit in the Richmond region, and we are proud to be working together and with the City to develop better options for our riders and the region.” “This project is another in a series of fantastic developments from our regional partners,” said CEO Sheryl Adams. “Investing in transit is investing in our region’s mobility, economic vitality, and future, and we’re very excited to be moving forward on another transformative project for the Richmond region.”

Last year, HR&A had the privilege of contributing market analysis to the existing conditions report, helping to shape this transformative plan. The vision outlines four key opportunities to reconnect neighborhoods currently divided by car-centric infrastructure with vibrant new parks, jobs, homes, and shops. Today, the intersection of North Capitol and Irving prioritizes moving cars quickly through the city. However, the District’s Comprehensive Plan envisions transforming this area into a connected, well-designed, and multi-modal neighborhood. After more than seven years of construction, Caltrain's new electric trains have arrived, marking a transformative milestone in the region's transportation landscape. This $2.4 billion project introduces quieter, cleaner, and faster rail service, significantly cutting travel time between San Francisco and San Jose. HR&A Advisors is proud to support Caltrain in developing a governance structure to guide the redevelopment of Diridon Station, enhancing connectivity and vibrancy across the entire region. Working in partnership with Caltrain and the Diridon Partner agencies which include VTA, the City of San José, California High-Speed Rail Authority and Metropolitan Transportation Commission, and as part of a team led by Mott MacDonald, we conducted a comprehensive assessment of agency assets and capabilities and an evaluation of national and global best practices to formulate a long term governance structure to ensure the delivery of the ambitious program of projects necessary for the station's redevelopment in a timely and cost effective manner. The Board of Supervisors voted 3-2 to approve a motion to change the formula for allowable rent increases under the RSTPO, guided by the comprehensive study HR&A conducted. Our study revealed that nearly all low- and moderate-income renters in unincorporated Los Angeles County are spending over 30% of their income on rent, making them highly vulnerable to housing instability and potential evictions. HR&A Advisors engaged with a diverse range of stakeholders—including tenants, advocates, and property owners—to ensure that our analysis addressed the real-world experiences and challenges faced by those most affected by rent increases. Our analysis provided the Board of Supervisors with an in-depth understanding of recent rental market trends and operating cost drivers, evaluated the ongoing pandemic impacts to renters and housing providers, and framed the policy environment for rent stabilization in California. Based on this work, we developed six potential rent increase formulas, and carefully assessed each for its potential impact on all parties involved.
