How should Uganda go about setting up its new national mining company? As the global race for minerals accelerates, many mineral-rich governments are launching or expanding national mining companies (NMCs) to maximize benefits. Uganda is among them, establishing the Uganda National Mining Company (UNMC) to participate in its nascent minerals sector. But history shows that NMCs have a mixed track record. In a new report, the Natural Resource Governance Institute has examined lessons from around the world and developed key recommendations to guide UNMC’s operationalization, including: ✅ Define a clear, limited mandate focused on addressing market gaps. ✅ Reconsider minority state equity in mine development and operations. ✅ Carefully assess production-sharing before committing. ✅ Avoid taking on non-commercial and non-core roles. ✅ Base start-up financing on a realistic plan and cost-benefit analysis. ✅ Ensure revenues benefit the public—not just the company. ✅ Prioritize strong governance and transparency.
