📣 NEW POSITION PAPER 🍃 The #Bioeconomy is critical to material and energy stability in the #EU. But how can we ensure the growth momentum of the demand for #sustainable and #bio-based products? And how can #research, #development and #innovation (RDI) contribute? Unveiling the demand side has been identified as one of the three focus areas of the 2023/24 mandate of the #SCAR Bioeconomy Strategic Working Group (SCAR BSW). About us
Our vision is for a strengthened SCAR within the European Research Area. RefreSCAR is an EU-funded Horizon Europe project providing targeted support to the Working Groups (WGs) of the Standing Committee on Agricultural Research (SCAR). SCAR is a long-standing committee in the area of food, agriculture, fisheries, forestry and the wider Bioeconomy enshrined in the architecture of the EU since 1974. It brings the European Commission, EU Member States, Associated and Candidate Countries together with the aim of sharing information on research priorities across Europe and coordinating investments at the national and EU level. SCAR has become a cornerstone of R&I cooperation in Europe in this area, unmatched in other thematic domains. The RefreSCAR project brings together a consortium of 18 partner organisations from across Europe. It will provide targeted support to the SCAR WGs in order to: - strengthen their strategic functioning and capacities in order to facilitate the improved coordination of national and European R&I programmes - provide robust scientific support through portfolio analysis of projects and expert studies - increase participation amongst countries that are not currently active in SCAR WGs - boost the visibility of SCAR - support foresight activities to assess potential future developments in these sectors - connect researchers, policymakers, farmers and other practitioners so that research can better contribute to policy and practice. The outcome will be more impactful SCAR WGs that are better resourced and empowered to deliver strategic advice, contributing to a strengthened SCAR within the European Research Area.

📎 An Overview of Agroforestry Policies in the EU Gerry Lawson, EURAF's Policy Officer, presented an overview of agroforestry policies within the EU at an event organised by RefreSCAR and the EU CAP Network and held in Cork Oak and Cork Competence Center, Coruche, Portugal. General conclusions and specific examples from nine Member States were shared. Despite having been included in the Common Agricultural Policy (CAP) since 2007, agroforestry support remains limited 🛑. In the current CAP, only nine Member States have dedicated agroforestry measures, and these often have very low budgets, or are restricted to certain regions. Multiple factors contribute to the low adoption of agroforestry, including bureaucratic hurdles, insufficient information and awareness, limited funding, worries over eligibility for basic payments, a lack of knowledge and expertise, and other challenges. 👉 Please find all detailed information in the EURAF presentation here: https://lnkd.in/daE4zyfF

Today RefreSCAR and actors of the EU CAP Network (National Rural Network) organised their first joint event and got together at the Cork and Cork Oak Competence Center (Município Coruche) with policymakers, researchers, and farmers to discuss the opportunities and challenges of agroforestry in Europe. Thanks to Euraf, we learned that our host country Portugal has the most surface of trees on agricultural land. Inspirational projects were presented by GEOSUBER, FOREST4EU Project and AF4EU. And the Agroforestry Netwerk Nederland showed the trailer of the movie “Trees in my field”. Following was a panel discussion between a farmer, a researcher, and a policy expert. After a tasty networking lunch, we finalised the day with a field visit to the silvopastoral agroforestry Montado system at the Quinta Grande.

Tuesday, 17th of September marked a significant milestone for the SCAR-Engage Programme, beginning with the first SCAR-Engage Launch meeting! New SCAR WG members from Greece, Bulgaria, Romania, Iceland and Poland were welcomed to the Programme. The event kicked off with a warm introduction by John Bell, Director of Healthy Planet at DG Research & Innovation at the European Commission, followed by an insightful overview of the RefreSCAR project by its coordinator, Órlaith Ní Choncubhair. The attendees also had the privilege of hearing from experienced SCAR members, Prof. Vladislav Popov and stefano grando, who shared their insights on the importance and benefits of being an active SCAR member. Olivera Stojilovic Trivunic, M.Sc. along with Marina Arnaut Stefanović, leaders of the SCAR-Engage, briefed attendees on the Programme’s key aspects, including types of support, commitment expectations, and country-specific discussions in an interactive session, while Leo J. Guilfoyle provided clarification regarding financial support mechanisms. This first meeting marks the beginning of a series aimed at fostering networking, knowledge sharing, and creating country-level action plans for participation in SCAR. 📌 The joint workshop on “Research needs and priorities for the transformation to sustainable food systems at European and global level”, held in January by 'Bioeconomy', 'ARCH' and 'Food Systems' #SCAR Working Groups, brought together 120 participants from international research organisations/academia, National public authorities, #EU institutions, the private sector/industry, funding organisations and NGOs, from 32 countries. 🌐 The workshop was designed to discuss the challenges facing the global food system and to identify priority research and innovation (R&I) issues to be addressed in the short, medium and long term!
