Already half-way through this year's European Council for an Energy Efficient Economy (eceee) summer study, discussing all things energy efficiency. And believe me, there is loads to discuss 🤓 In many sessions I've attended so far, we somehow did touch upon the multiple- and co-benefits of energy efficiency as an important driver for energy efficiency measures. Particularly when looking at the recent EU election results, it becomes clear that we still have a big job to do to explain to people why investing in energy efficiency is about much more than 'just' climate change. The narrative matters and needs to be better framed and more focused around people. Therefore, I am really happy that the Healthy Buildings Barometer has been on the agenda twice this week: Yesterday with our VELUX side event on 'How to deliver healthy, sustainable and resilient buildings with the EPBD' and today with an abstract session by BPIE - Buildings Performance Institute Europe on 'How to embed health and well-being in buildings policies'. It was great to see the interest of the audience in our findings and recommendations. To address this topic, we now also need to communicate more broadly with stakeholders outside the energy bubble, working on climate and health. By 2050 all buildings are meant to be climate-neutral. 🌍 🌞 To reach this goal, one crucial step is the transformation of the heating and cooling supply. ➡ Scientists from Fraunhofer Institute for Systems and Innovation Research ISI together with Oeko-Institut e.V., Technische Universität Wien, e-think and Halmstad University have developed an extensive decarbonisation pathway scenario: ❗ The new report "Renewable Heating and Cooling Pathways: Towards full decarbonisation by 2050" offers a broad overview on transformation paths, technology potentials and instruments for transforming the heating and cooling sector in the EU by 2050. It provides insights into the different perspectives of the individual member states. ▶ The scenario results show a significant reduction of total energy use for heating and cooling by about one third from 2019 to 2050. This is mainly driven by renovation of the building envelope, but also by the replacement of inefficient, old heating systems. It underlines the huge importance for improving the existing building stock. ▶ Total electricity consumption almost doubles from 2019 until 2050. Electrification via the strong increase in decentralised heat pumps and large-scale centralised heat pumps in district heating networks is the most relevant change in the supply structure of heating and cooling across the EU-27 in the decarbonisation pathway scenario. Nationally Determined Contributions (NDCs) are a key tool for climate action on buildings. What is included in the NDCs on buildings? Buildings are rising in the climate agenda: the Sharm el-Sheikh Mitigation Work Programme will discuss "Cities: buildings and urban systems" from May 27 to 29 in Bonn. They will also feature in the Bonn Climate Change Conference, June 3-13. The momentum follows the Buildings Breakthrough, the Chaillot Declaration, and the COP28 Renewables and Energy Efficiency Pledge. NDCs already reflect this agenda: 87% - 168 of 194 countries – have targets on buildings. These targets range from building design to energy efficiency, cooking, or appliances. Building materials are increasingly covered in NDCs: over one in three NDCs analysed include measures on them. Yet, quantitative greenhouse GHG reduction targets are rare, and so is mention of the financing needed to achieve them. Going forward, the next generation of NDCs must include more ambitious, quantifiable, and finance-ready measures on buildings. This requires collaboration. Yesterday we celebrated the opening of #BelgianRenovationWeek and the adoption of the #EPBD by the ITRE Committee - big day for the building industry! In the panel debate moderated by Kira Taylor, Paula Pinho from DG ENER highlighted that "the real work starts now," and asserted the European Commission's commitment to helping member states with implementation of the EPBD. Chiara Martinelli of Climate Action Network (CAN) Europe emphasised the need to "refocus the debate on the support needed for the most vulnerable families, owners, and tenants." Oliver Rapf from BPIE - Buildings Performance Institute Europe reminded us of the need for an industrial policy, that the next Commission should take on. And EuroACE president, Julie Kjestrup, pointed out that this debate needs to go beyond energy efficiency, because it also touches heavily on jobs & growth and health & wellbeing. Julie also highlighted the need to offer tangible examples of energy renovations, reflecting on the Renovate Europe November visit to sites in Belgium with Kadri Simson & her cabinet. 🏗 With buildings being responsible for 34% of global energy demand and 37% of energy-related GHG emissions, they play a major role in tackling the climate crisis. How can you tackle a crisis without understanding its full extent? Stakeholders in the sector—including governments, institutions, and industry professionals—need to know how GHG emissions unfold throughout the buildings' lifecycle. This understanding fosters transformative and effective emissions reduction strategies. Starting today, this year's Sharm el-Sheikh Mitigation Work Programme Dialogue (May 27-29, Bonn) will focus on 'Cities: buildings and urban systems', highlighting the building sector’s potential for enhancing climate ambition. PEEB collaborated with UN Climate Change and BPIE - Buildings Performance Institute Europe to produce the UNFCCC Buildings Monitoring Compendium. Its resources remain as relevant as ever: ambition to act on buildings is growing globally, following initiatives like the Renewables and Energy Efficiency Pledge, the Déclaration de Chaillot, and the Buildings Breakthrough.
