As a (distant!) member of the Institute of Regulation, with a long involvement in development of regulatory practice, which is now embedded in the Ministry for Regulation - Regulatory System Capability (referred to in this paper) I always look forward to seeing the products of the Institute’s work. The insights in this paper apply as well in NZ as they do in the UK. Another must read for everyone involved in developing, implementing or operating in regulatory systems.
🤝 Trust matters 🤝 ‘Regulators know trust of the public, regulated entities, government and parliament are important to effective regulation’. In Institute of Regulation’s recent research ‘Good Regulation – Getting the best from regulation for the benefit of the UK economy and society’ we identified three opportunities to drive improvement in regulation. Building trust in regulation was one of these. Based on insights from over 150 regulatory professionals, our research uncovered concerns from regulators to play an active and positive role in strengthening relationships between regulators and Parliament, government and the public. This to promote effective regulation, while contributing to innovation and growth. Regulators are tackling the issue of trust in a number of ways; our report highlights three case studies: - North Sea Transition Authority are using regulation collaborative to achieve shared goals to halve upstream emissions by 2030. - Food Standards Agency promote openness as a core value, ensuring disclosure of information is the norm, so that board agendas, papers and minutes all publicly available. -Ofqual and Ofsted publish research drawing insights from inspectors and regulators in course of routine to extend understanding of provision in their sectors. 🌳 EUDR Day🌳 *** Update *** The European Parliament just adopted the request for a delay of 1 year and amendments 3, 4, 5, 6, 7, 9, 10, 11. Amendment 12 has been rejected. (See link in comments). Other amendments were already withdrawn by the EPP earlier today. Important adopted amendment: inclusion of a "No Risk" country category for which no DD is required. Next step: back to the Committee on the Environment, Public Health and Food Safety and the Council ___________________________________________________________________ Today, the European Parliament is set to vote on the European Commission's proposal to postpone the enforcement of the EU Deforestation Regulation (EUDR) until the end of 2025. Key Developments: - The European People's Party (EPP) has retracted its initial push for a two-year delay and withdrawn other related amendments. - The outcome of today’s vote, including any finalized text, will significantly impact businesses, particularly those involved in the import and export of regulated commodities. #EUDR #TradeCompliance #Sustainability #EURegulations #Alongsight

The economist Dan Corry has been appointed to carry out an internal review into the regulation and regulators at the Department for Environment, Food & Rural Affairs (Defra). The review will examine whether the inherited regulatory landscape is fit for purpose and develop recommendations to ensure that regulation across the Department is driving economic growth while protecting the environment. The review will explore: *Whether Defra regulators are equipped to drive economic growth, secure private sector investment and protect the environment *The customer and stakeholder experience of regulation, including the impact on those who are regulated. *The efficiency of regulation, in particular whether the current regulatory landscape involves any duplication and/or contradiction, and whether there are opportunities to make improvements. The Department for Environment, Food and Rural Affairs has commissioned BSI in to develop the "Nature Market Principles" which provide an emerging articulation of the principles for how nature markets should function to ensure high integrity. With consultation of these principles currently open, we are sharing our thoughts, recommendations and how Wilder Carbon stack up. We have requested early assessment by BSI’s recommended conformity assessment bodies, of Wilder Carbon against the BSI Flex 701 Nature Markets Principles to further demonstrate our high integrity approach. The European Union (#EU) has recently started to propose dedicated chapters on Sustainable Food Systems (#SFS), which encapsulates the economic, social, and environmental dimensions of food #sustainability in a holistic manner. The article by Rena Eliz Hänel explores the question of whether and in which ways the regulatory approach advanced in SFS chapters in recent EU trade agreements reflects the holistic approach of the SFS framework. It argues that although SFS chapters cover a broad range of policy issues, they do not address the key issues of food security and demand-side interventions.
