  • We celebrate our Asian American, Native Hawaiian, and Pacific Islander communities By Aikta Marcoulier, Regional Administrator Each year, we celebrate the Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) communities, whose ingenuity, grit, and perseverance have pushed our great American experiment forward. I am proud to be a first generation Asian-American with parents who immigrated to this country for the opportunities all Americans enjoy today. My father, who is a trained physician, delivered phonebooks at night while my mother held jobs in a nursing home and cut fabric at a local store. My mother was also a medical resident at the University of Chicago three hours away from her daughters who lived in Iowa. My parents’ dedication and commitment helped make their lifelong dreams of small business ownership a reality. My mom successfully opened her own private medical practice which brought new challenges of caring for her patients while simultaneously managing the daily functions of a growing business. I learned from her experiences the value of advocating for policies that promote small business growth which create the high paying jobs our cities and towns desperately need. Today, as I look back at my parents’ small business journey, I fully understand the critical importance of supporting our AA and NHPI entrepreneurs. The president’s Small Business Boom has transformed the nation’s economy and revitalized America’s main streets in both urban and rural communities. More than 17 million new business applications were filed over the last three years – with a record 5.5 million filed in 2023 alone. Under President Biden, the United States has enjoyed the first, second, and third strongest years of business growth in history. One way the SBA is supporting our Asian-American entrepreneurs is through its flagship loan guarantee programs. After declining between 2017 and 2020, SBA loans to AA and NHPI-owned businesses are back on the rise under the Biden-Harris Administration, with total loans approved increasing by 44 percent and gross loan dollars approved rising by 36 percent. Since 2021, federal contracting dollars going to this important demographic have grown substantially – an increase of $4.9 billion. While Asian American, Native Hawaiians and Pacific Islanders make up only 6.2 percent of the U.S. population, AA and NHPI entrepreneurs own more than 3 million small businesses across the country, employ over 5.2 million people, and generate nearly $1 trillion in revenues each year. I am proud of my parents’ fortitude and business savvy and feel proud that the SBA is a staunch ally of the AA and NHPI community.   • PPP Forgiveness Webinar - Your PPP Loan can still be forgiven!   You can still apply for forgiveness on your PPP loan! PPP loans are forgivable if the funds were used correctly. If you haven’t applied for forgiveness, you are currently in default on the loan. SBA has announced a “goodwill exception period” through March 3, 2024. Apply for forgiveness now to stop your PPP loans being turned over to US Treasury for collections. If your loan is turned over to the US Treasury, they have the authority to withhold state and federal tax refunds, garnish social security payments and wages, prevent receipt of future federal aid, and report the default to credit agencies.   • Black-owned businesses are making history in Wyoming and across America By Aikta Marcoulier, SBA regional administrator   Wyoming small business owners are some of the strongest, most creative, and resilient people you will ever meet. In recent years, our small business community has weathered a global pandemic, persistent supply chain issues, sometimes volatile prices, and a tight labor market.  Black-owned businesses in our state have faced disproportionate impacts from these pandemic challenges. Despite those headwinds, Black entrepreneurs across Wyoming are fueling one of the largest and most diverse waves of new business creation America has ever seen—what President Biden calls America’s Small Business Boom.   As we mark America’s 48th national celebration of Black History Month, the SBA is highlighting Black entrepreneur achievements here in Wyoming and throughout the nation. The past three years have been the three strongest years of new business formation in American history. The 16 million new business applications filed during this period show Americans starting businesses at nearly twice the rate—86 percent faster—compared to the pre-2021 average. During that time, U.S. small businesses have created more than 7.2 million net new jobs. And Black-owned businesses are responsible for some of the most significant gains.   This historic entrepreneurial boom didn’t come out of nowhere. President Biden’s Investing in America agenda reopened our nation’s economy, brought back Made in America manufacturing, and restored America’s global competitiveness.   Under SBA Administrator Isabel Casillas Guzman’s leadership, the agency has also delivered record-breaking government contracting for small businesses—including the most federal contracting dollars going to minority-owned businesses in history. And we’re addressing longstanding gaps in access to capital for Black entrepreneurs, more than doubling our small business loans to Black-owned businesses since 2020. These investments are making a big impact. Black business ownership is growing at the fastest pace in 30 years. The share of Black households owning a business doubled between 2019 and 2022. In 2023 alone, Census data showed Americans filed 5.5 million new business applications across the country, including nearly 59,000 here in Wyoming. That success is creating a rising tide. Black wealth is up a record 60% from before the pandemic, and Black unemployment has reached historic lows since 2021.    Recently, the president announced his new goal to increase the share of federal contracts with Small Disadvantaged Businesses to 15 percent by fiscal year 2025.
