About us
ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate. Once governments achieve diplomatic consensus around a new standard’s scope and details, it is then adopted by those same 193 countries in order to bring worldwide alignment to their national regulations, helping to realize safe, secure and sustainable air operations on a truly global basis. ICAO is not a regulator. ICAO standards contain never supersede the primacy of national regulatory requirements. It is always the local, national regulations which are enforced in, and by, sovereign states, and which must be legally adhered to by air operators making use of applicable airspace and airports. In addition to these core diplomatic and research capabilities, ICAO also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize. The City of Montréal recently hosted a reception at its Town Hall to honor ICAO's 80th anniversary and highlight the city's commitment to ICAO as its host city and the world capital for international civil aviation, as expressed in a Declaration signed by the City Council in November 2024. The celebration was attended by ICAO President Mr. Salvatore Sciacchitano, Secretary General Mr. Juan Carlos Salazar, Montréal Mayor Ms. Valérie Plante, along with various dignitaries and city officials. In his remarks, Council President Sciacchitano spoke of ICAO's significant progress over the past 80 years, acknowledging the organization's role in shaping a safe, secure, and sustainable global aviation system. He praised the collaborative efforts of ICAO, its Member States, and partners in advancing aviation goals, emphasizing Montréal's role as the organization's host city. Secretary General Salazar celebrated ICAO's long-standing connection to Montréal, underscoring the city's support in shaping aviation policy, innovation, and diplomacy. Looking ahead, he highlighted Montréal's continued significance, particularly with the upcoming 42nd ICAO Assembly (#ICAOA42), which will take place at ICAO HQ this fall. The event served as a reminder of Montréal's commitment to ICAO and its vital role in the ongoing development of global aviation. ✈️🌍
