Digital sovereignty can seem like an abstract concept to governments - until it's brought to life. That's what we aimed to do in our panel "Digital Sovereignty in Times of Rapid Technological Change" at the World Economic Forum #AnnualMeeting 2025, co-hosted with our founding member Capgemini. The panel featured insightful contributions from H.E. Mohamed BinTaliah (Chief of Government Services of the #UAE), Marianne Janik (VP for Cloud at Google), Dr. Fabian Mehring (Minister at the Bayerisches Staatsministerium für Digitales), Markus Richter (Federal CIO at the Bundesministerium des Innern und für Heimat), and Timo Graf von Koenigsmarck (EVP at Capgemini Invent), moderated by Manuel Kilian (MD at the Global Government Technology Centre). All panelist brought unique perspectives on how to navigate the space of digital sovereignty, followed by a lively debate with the audience. Thanks everyone for joining us!

🌍 Uniting global leaders in digital transformation: The Global GovTech Board launched at the World Economic Forum The Global GovTech Board will serve as a platform where leaders in IT and digital transformation collaborate to find solutions for global challenges, exchange best govtech practices, and build innovative governments for the future. Ukraine and Germany will coordinate the work of the Global Board through GovTech centers established with the support of the World Economic Forum in Kyiv and Berlin. The initiative was announced in Ukraine House Davos by Mykhailo Fedorov and Markus Richter, Germany's federal government commissioner for information technology. The event also featured a panel discussion «GovTech & the Power of Cooperation in Digital Transformation» with Valeriya Ionan, Zoya Lytvyn, Lars Zimmermann, Mark Boris Andrijanič, Victor Liakh, and Eva Maydell (Paunova). Manuel Kilian, head of GGTC Berlin, delivered the welcome address. The Global GovTech Board will host workshops, working groups, and regular meetings to maintain focus on priority tasks. In 2025, we will structure the Board's governance, expand the number of participants, and organize the inaugural meeting in Berlin to officially launch the initiative and define strategic goals. Continuing to spread the best digitalization practices globally 💫 The Global Government Technology Centre Kyiv operates with the support of the EGAP Program, implemented by East Europe Foundation (EEF) with funding from Switzerland, and under the initiative and support of Ukraine’s Ministry of Digital Transformation.

We are announcing the launch of the #GlobalGovTechBoard, guided by the leadership of Mykhailo Fedorov, Vice Prime Minister of Ukraine and Minister at the Ministry of Digital Transformation of Ukraine, and Markus Richter, State Secretary and Federal CIO at the Bundesministerium des Innern und für Heimat. This global initiative, initiated by strong Ukrainian-German cooperation, was just unveiled at the World Economic Forum #AnnualMeeting in Davos. Co-led by Global Government Technology Centre Berlin and Global Government Technology Centre Kyiv, the Board serves as the first global forum to unite CIOs, CDOs, ministers, and key officials responsible for digital transformation in national and federal governments. Its mission is to advance GovTech practices, facilitate knowledge sharing, and foster collaboration to transform government operations and enhance citizen services. Manuel Kilian, Managing Director of the Global Government Technology Centre (GGTC) on the launch of the Board: "The growing importance of new technologies to governments means that CIOs, CDOs and digital ministers must prioritise strategic collaboration - with other countries and the GovTech ecosystem alike. We are excited to have hosted the panel "Up-Skilling and Capacity Building: Preparing Public and Private Organizations for their Digital Future" together with Capgemini at the World Economic Forum #AnnualMeeting in Davos. With approximately 650 million public sector employees worldwide, many of whom work in environments with low technology maturity, the panel addressed the monumental challenge of preparing this workforce for a digital future. The discussion focused on how governments and private sector organisations alike can not only adopt new technologies, but also equip their teams with the skills needed to implement and manage these transformations effectively. It was great to have Martina Klement, Chief Digital Officer of Senatskanzlei Berlin, share her insights alongside Barbara Frei-Spreiter, Till Alexander Leopold, Gina Vargiu-Breuer, Claudia Crummenerl and Timo Graf von Koenigsmarck. When we opened the Global Government Technology Centre (GGTC) in Berlin at the end of September last year, we set ourselves an ambitious goal: to bring the topic of #GovTech to the forefront of the World Economic Forum's #AnnualMeeting in Davos and make it a key theme. Today, as the #AnnualMeeting kicks off, GovTech is everywhere. Every day, there will be multiple events dedicated to GovTech, as well as countless bilateral meetings. To explore the wide range of activities planned by us, the Forum, and its partners, check out the document highlighting the growing momentum of this critical topic. It’s inspiring to see GovTech taking its place on the global stage, being actively discussed by political leaders, business, academia, and civil society. One week before the World Economic Forum’s #AnnualMeeting in Davos, the GovTech community of GovTech Campus Deutschland came together for an inspiring Campus Night. During the evening, we presented and discussed our recently published report, “The Global Public Impact of GovTech: A $9.8 Trillion Opportunity”, which highlights why a strategic approach to GovTech is crucial for unlocking its immense potential. Developed in collaboration with Capgemini and the World Economic Forum, the report examines how GovTech can drive efficiency, transparency, and sustainability in governance. A special thank you to our co-authors Capgemini, represented on stage by Marc Reinhardt, and to our founding member and report contributor, the Senatskanzlei Berlin, represented by the city's CDO Martina Klement. Wenn ich zum Jahreswechsel ein Zwischenfazit zu meiner nicht mehr ganz neuen Rolle als Geschäftsführer des Global Government Technology Centre ziehen darf, dann dieses: Die zahlreichen Besuche internationaler Delegationen in den letzten Monaten haben mir eines klar vor Augen geführt: Anderswo wird Verwaltungsdigitalisierung und GovTech nicht nur ambitionierter diskutiert, sondern auch strategischer umgesetzt. Dort folgt sie einem größeren Anspruch – oder wie Marc Reinhardt sagen würde – sie ist "mission-driven". Diese Ambition oder Mission fehlt uns in Deutschland. Und weil ein gutes Pferd bekanntlich nur so hoch springt, wie es muss, fallen wir international zurück. Weder das x-te Strategiepapier, noch Zuständigkeits-Wimmelbilder oder endlose Diskussionen über ein Digitalministerium werden daran etwas ändern.
