**Horsham Local Plan Update** The Horsham District Council's local plan faced a halt in December 2024 due to concerns from the planning inspector regarding its soundness and legal compliance. Consequently, hearings scheduled for January were cancelled. In response, Horsham has submitted additional information and is confident it can implement updates within the government's six-month timeframe, paving the way to resume hearings. We love a late Friday appeal decision from PINS! 🎉 We're pleased to share an appeal decision for an annexe within the curtilage of a Grade II listed property in Hertfordshire. We took over this case after a planning refusal citing seven reasons for refusal – and secured a win! This marks our second recent appeal success for an annexe in the grounds of a listed property, following a recent appeal win in Belgravia. The attached appeal decision will be of interest to anyone navigating East Hertfordshire’s Policy HOU13 on annexe development, particularly its requirement that the annexe’s scale be the “minimum level of accommodation required to support the future occupier.” It also offers valuable insights for those addressing the loss of equine facilities, including the requirements for an Equestrian Needs Assessment under Policy CFLR6 of the adopted Local Plan. 📰 New Draft Fees Order Published – Planning Fees to Rise on 1 April 2025 🏗️ The Government has issued a draft statutory instrument proposing changes to planning application fees, set to take effect on 1 April 2025 if approved by Parliament. The updated fees aim to reflect the evolving costs of processing applications, with adjustments ranging from modest increases to more significant changes, including: • Section 73 Applications for major development will increase from £293 to £2,000. • Agricultural developments (1,000 sqm–4,215 sqm) will see fees rise from £624 to £5,077. • Fees for householder applications (e.g., extensions) will increase: Single dwellinghouse: £258 → £528. Some categories, such as large-scale outline applications (over 3,750 sqm), will experience smaller adjustments (from £30,860 to £31,385). Meanwhile, fees for discharging conditions and biodiversity gain plans will also see increases. Planning permission was granted unanimously for a major scheme at a planning committee in Ceredigion yesterday. The application sought consent for the conversion of 13 holiday cottages to dwellings and the addition of 2 units – 33% of the scheme will be for affordable dwellings. The scheme will entail 10 open market dwellings and 5 affordable flats. The site is located within Pontrhydfendigaid which is designated as a Rural Service Centre under the Local Development Plan. We hope that the scheme will provide much-needed low-cost housing for the area, and will be utilised by people who will contribute to the local economy and community. Completed my first handover to our retail team for 2025 last week. This stunning new Greggs shop in #Bangor #NorthWales opened on Friday. The shop relocated into the Menai Centre opposite the main bus stands, offering a larger seating area, as well as overall improving the working area for the staff. Many thanks to MDR Interiors Ltd and Ben Rowan for all their hard work, and Anglea Dick from Greggs, for all the design drawings. Also thank you to our new landlord, Rob Lloyd and Bearmont Group for all their work in getting the site ready. *St Albans Local Plan* St Albans City and District Council has submitted its local plan for examination to the Planning Inspectorate. The previous draft plan was withdrawn in 2020 after planning inspectors indicated there was "a very strong likelihood" it would either be removed from examination or face a recommendation against adoption due to failing to meet the duty to cooperate. With the current plan dating back to 1994, it’s time for an update! The examination period has commenced and will run until February 2026.
