About us
The Parliamentary Advisory Council for Transport Safety (PACTS) promotes evidence-based solutions to achieve safe transport for all. Formally established in 1982, its founder members were responsible for the legislation which made it compulsory to wear seat belts in the fronts of cars in Britain. The unique features of PACTS are that it is a multi-modal transport safety body and focuses on working with UK parliamentarians, government, professionals and other key stakeholders. It is independent and has no financial or sectoral interests. PACTS is a charity with over 100 member organisations – our partners – who are all committed to improving safety for people on our roads, railways and when flying. Members provide PACTS with technical and business insights, advice and support. We assist them through our information, events, networking and more. PACTS was pleased to welcome our Board of Trustees to our annual Board Away Day, this year held in Birmingham. It was a productive day discussing our priorities going forward, including strategic policy priorities to complement those in the Manifesto (https://lnkd.in/ebwrt5Q3) and covering wider transport safety. We need make progress on this as we have the data, research and the evidence based interventions. We also have leaders that want to make a difference. The ideal is that we have a consistent approach for all of the UK but what we are seeing is the devolved administrations taking the lead. Scotland has a lower drink driving limit (we have been left behind by the rest of Europe) and Wales have started to implemented safe speed limits. Northern Ireland has the General Safety Regulations (along with the rest of Europe) so they will have safer vehicles. Transport safety should have a national approach.

Shopping for a cycle helmet? You might expect that a more expensive model would offer more protection than a cheaper one. But you would be wrong. Hiper is a new independent helmet rating scheme from researchers at University College London. The range of helmets tested show a huge variation in safety performance, but a £40 helmet offered a similar level of protection to one costing £130. With most drivers thinking they are better than average, it would be a good start to think about what you are comparing yourself against. If you drive for work then your employer should be checking that you’re better than average and providing additional training or measures if needed. They should also carry out checks to ensure you are fit and legal to drive and don’t get distracted. It really is time for some positive changes.
Times are changing. Penalties for phones increased a while back. There are calls to make no seatbelt an endorsable offence and the push for graduated driving licences is gaining momentum. The clocks go back on Sunday. Maybe time for you to make some changes to your driving ?
