About us

The Welsh Education Partnership Helping to improve Welsh education infrastructure for future generations by forging sustainable partnerships that deliver lasting community benefits and support long-term economic growth. A joint venture between the Development Bank of Wales (Welsh Government) and Meridiam, the Welsh Education Partnership (WEPCo) was formed in 2020 as a not-for-profit organisation to deliver education and community facilities in line with the Well-being of Future Generations Act. Since then, we’ve become a trusted partner for local authorities, colleges, and businesses, supporting the development and implementation of programmes that not only deliver and maintain new education buildings, but improve the aspirations of young people and the wider community.

    WEPCo is proud to be working with BOUYGUES UK to deliver the largest project yet under the Welsh Government’s Mutual Investment Model (MIM) programme, the development of Cardiff and Vale College’s Barry Waterfront Campus and Advanced Technology Centre. These two landmark campuses, delivered as a single project, will be the first Net Zero Carbon in operation Further Education campus in Wales will provide cutting-edge facilities, designed to inspire the next generation of learners & meet key regional skills needs.   The Barry Waterfront Campus will become a thriving hub for up to 900 learners, featuring public-facing community facilities including a bistro restaurant and hair and beauty therapy salon, blending education with real-world learning. The Advanced Technology Centre, based at Cardiff Airport, will accommodate nearly 2,000 learners in employer-focused provision. The state-of-the-art facilities will include an advanced composites manufacturing facility, state of the art robotics and mechatronics labs and a “green skills house”, Higher Education centre and lecture theatre, vocational workshops including built environment, motor vehicles with both electric and hydrogen vehicles and next-gen facilities for AI with access to rapid prototyping, 3D metal printers and autonomous drones, and net zero technologies.   In response to this significant milestone, our Chief Executive Christian Stanbury shared his thoughts:   “We’re delighted to have reached such an important milestone in the development of this landmark College project. Having worked alongside Cardiff and Vale College for several years we understand the difference this will make to future generations of learners and the whole College community. The outstanding quality & net zero carbon credentials will enable the College to deliver critical skills & educational needs in the region. This achievement reflects true partnership in action and will be a relationship we retain for years to come.”   Alongside Bouygues UK & Robertson Facilities Management, we're committed to delivering wide-reaching social value benefits including apprenticeships & upskilling, supporting local supply chains & promoting STEM careers for future generations.   • It was an honour to be invited to the official opening of Penygawsi Primary School. Thank you to the students and teachers of PENYGAWSI PRIMARY SCHOOL who made us feel so welcome with their smiles and positive feedback and to Rhondda Cynon Taf County Borough Council for a great event.     It was a pleasure to spend some time with the First Minister, Eluned Morgan at the celebration of the Penygawsi primary school. We had the opportunity to discuss the value the Welsh Education Partnership Company was delivering for Llywodraeth Cymru / Welsh Government and the wider community.   • Over the past few months, we’ve introduced you to the incredible people behind WEPCo through our Meet the Team series. Now, we’re excited to shift the spotlight to our partners, the organisations that play a crucial role in delivering our projects and share our commitment to creating a long-lasting, positive social impact for local communities, businesses, and the wider Welsh economy. One of those key partners is Glyndwr Consulting Limited, a Quantity Surveying consultancy which provides cost management expertise to WEPCo, ensuring that every project delivers value for money for the public sector. We spoke to Mark George, Director at Glyndwr Consulting, who shared: "Our team reviews each project from the initial financial viability check through to contractor engagement and financial close. Ensuring value for money is key, and we work collaboratively to validate that a fair market price is paid for the schemes.” At WEPCo, we prioritise engaging local companies, and Glyndwr Consulting is a great example of the benefits this brings. Mark added: “As a micro business, the security of working on a programme of projects has enabled us to expand our company profile and size, with several senior additions. In partnership with the University of South Wales, we have recently taken on a trainee quantity surveyor on a part time degree course, to support our senior staff in their MIM project delivery roles and to help develop the next generation of surveyors.” Our partnership goes beyond project delivery. By involving our partners in knowledge and skill-sharing sessions, we ensure continuous learning and process refinement. Mark explains: "The end-of-project reviews and feedback sessions have helped us capture lessons learned and refine our processes to improve our service offering. As part of the WEPCo team, we feel that our voice is heard, allowing us to make a real difference to project delivery and the wider MIM programme.” Thinking about the most rewarding part of working with WEPCo, Mark concludes: "Being part of a team that is making a real, quantifiable difference to education delivery in Wales, while also helping to drive wider social benefits and job creation."   • Reflecting Ahead of International Women’s Day 🌏 As we look forward to International Women’s Day tomorrow, we’re proud to reflect on how WEPCo champions equality, diversity, and female empowerment within our team and beyond. Here’s how we’re making a difference: ✔️ Empowering Women in Leadership: 60% of our team are women, with an impressive 90% of them in management positions, demonstrating our commitment to nurturing talent. We’re also proud to have female representation on our board, ensuring women’s voices are heard at every level of our organisation. ✔️ Supporting Working Mothers: All of the women on our team are mothers and as a business we're passionate about creating an environment that empowers parents to balance successful careers with family life. ✔️ Inspiring Future Generations: Our two biggest projects delivered so far; the Pontyclun and RCT batches were led by female Project Managers, Anne McDonald and Lisa Garfield. Their work shows that STEM careers are accessible and achievable for girls and women, breaking down stereotypes and paving the way for future female leaders.
