Ahead of the second anniversary of Russia's full-scale agression against #Ukraine, and of the final political decision to adopt the Ukraine Facility Regulation in the European Parliament next week, a broad coalition of civil society organisations has reached out to advocate for an inclusive and environmentally sound Ukraine Facility that ensures the country’s sustainable #recovery. The undersigned representatives of organisations, including AMO - Association for International Affairs, WWF, CEE Bankwatch Network, Transparency International, Greenpeace, European Environmental Bureau, Ecoaction - Centre for Environmental Initiatives 🇺🇦, Razom We Stand and NGO Ecoclub, have called for the #UkraineFacility to include specific measures on: 👉 transparent and meaningful #participation of civil society in processes related to the Ukraine Facility and Ukraine Plan; and 👉 adherence to environmental safeguards and principles. 📨 Together with other civil society organisations, we’ve sent an open letter to the Ukraine Facility’s trialogue negotiators calling for an inclusive, sustainable and environmentally sound reconstruction of #Ukraine! 💸 The Ukraine Facility is a EUR 50 billion reconstruction fund for Ukraine. The EU regulation that will determine how the fund operates is due to be voted on by the European Commission, the European Parliament and the Council of the European Union in February. Ahead of the decision to adopt the regulation, we urge the negotiators to maintain and, where possible, strengthen amendments on:  🤝 the transparent and meaningful participation of civil society in processes related to Ukraine’s reconstruction;   🌳 environmental safeguards and principles.  The Ukraine Facility Regulation is crucial if Ukraine is to recover from the devastating effects of the war. 🇺🇦🇪🇺 Ecoaction, CEE Bankwatch Network, Transport & Environment (T&E), Greenpeace Central and Eastern Europe prepared proposals for the draft of Ukraine Plan. The Plan is meant to link the disbursement of €50 billion over the 2024-2027 period from the European Commission through Ukraine Facility to the delivery of sectoral and structural reforms. We appreciate the EU and its members’ continued support of Ukraine and welcome the European Council decision on approval of the Ukraine Facility and believe it should support Ukraine’s inclusive and environmentally sound recovery. In our comments and recommendations we are drawing attention to specific sections of the Plan: 🔸 Regional policy and decentralisation 🔸 Agri-food sector 🔸 Managing critical materials 🔸 Green transition and environmental protection 🔸 Transport 🔸 Energy sector To ensure Ukraine’s ownership of its recovery and reconstruction efforts, we call to foster meaningful consultations with civil society before the approval of the Ukraine Plan. 💪 Ukraine got second place in The Eastern Partnership Index 2023. Even though first place went to Moldova, the authors of the rating note Ukraine's significant progress in reforms contributing to its European integration. Also, it is highlighted that Ukrainian civil society played a key role in this process. The most significant progress was noted in the following areas: 🔸 independent media 🔸 freedom of expression 🔸 freedom of assembly and association 🔸 independent judicial system 🔸 counteracting corruption At the same time, the low results in energy, environmental, and climate policy are primarily explained by the damage caused by Russia to Ukraine's infrastructure, as well as by Russians committing environmental crimes. The Eastern Partnership Index 2023 is a unique data-driven civil society-produced monitoring tool that charts developments in the six Eastern Partnership countries — Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine — towards democracy, good governance, and the rule of law, policy convergence with the EU, and sustainable development. #brandukraine #ukraine

This is truly inspiring, University of Oxford. We need more of such workshops to advocate, guide and build for a resilient and prosperous world. With tremendous possibilities of today’s technological advances at our disposal, it is high time we take conscious steps to de-weaponize progress. 💡 Real reformation of the environment and climate sectors is one of the most difficult tasks for Ukraine. However, without the environmental reform, it is impossible to fulfill the remaining tasks because it is basic, urgent and requires immediate radical changes of approaches. 💡 The correct approach would be to open negotiations on EU membership under Chapter 27 “Environment and Climate Change” or the Green Cluster in general as soon as possible. This is important in the context of the post-war reconstruction and restoration of Ukraine, as the active and effective implementation of EU acts in the areas of environment and climate will ensure Ukraine’s reconstruction based on green principles. It will also establish the so-called “red lines” of reconstruction, which will not allow rebuilding “as it was”, restoring dirty industries or applying outdated technologies. ❗ We call on the government and Parliament of Ukraine to take into account the recommendations of the European Commission and representatives of the environmental civil society movement as well as to expedite the reformation process and start preparation for the EU accession negotiations from environmental and climate issues.
