Millions of Americans are struggling to afford rent, health care, education, and other basic needs. Yet the federal minimum wage has not budged since 2009, keeping nearly 1 in 4 American workers stuck earning low wages. Our research has found that 39 million workers are earning less than $17 an hour, and more than one third of Black women and nearly 40 percent of Latina women are stuck earning low wages.
