At Aspen Ideas Climate in 2023, professor Susan Crawford spoke about the inaccuracy of FEMA's Flood Insurance Rate Maps, sharing that "six million additional houses should be in the floodplain than the FEMA maps reflect right now." Fast forward to last month's Hurricane Helene, which wrought catastrophic flooding in places like rural North Carolina and Tennessee—places that fall outside of high-risk zones designated by the federal government's flood maps.
