This week we celebrate ICC Netherlands Integrity Week. And there is still work to be done. The Dutch think that we are not a very corrupt country. But perhaps corruption just takes a different shape here. We seem to have a blind spot for 'trading in influence' and 'conflicts of interest' for example. This week I will share a couple examples. Waternet is the public entity that organizes everything around water, like drinking water and the sewage system, in #amsterdam and its surroundings. A couple months ago NRC newspaper reported that the first Director of the company, who was in office from 2006-2022, left the organization in chaos, with overdue maintenance and financial problems. He had previously also initiated 'Amsterdam International Water Week'. This annual conference is organized by an association of professionals working in the water sector. The Director of Waternet held several Board positions in this association over the years. Since 1988 the association had appointed the company Moorga as the conference organizer. The Director owned this company together with his wife and (later) their son. The conferences were partly financed with public money. It looks like the Director used his influence to have the conference organized by his own company. For a long time, nobody knew about his ownership of Moorga (later renamed Organisatie ID), until 2011, when a whistleblower report was investigated. The Director decided to step down as a partner of Moorga, leaving the company in the hands of his wife (and later his son), after which the Amsterdam city clerk came to the conclusion that there was no conflict of interest (https://lnkd.in/e8TVmMc8). The recent article in the newspaper has however triggered the municipal council of Amsterdam to start an investigation (see below). One reader then asked the newspaper why they call these practices 'corruption' when they happen abroad, but not when they occur in the Netherlands (https://lnkd.in/esS23nbQ). The newspaper responded that they are very careful using the term 'corruption', as corruption is an offense. As far as they know, the Director of Waternet had not violated a Dutch law, so they did not want to label this instance as corruption, only as a conflict of interest. I responded that, while The Netherlands had ratified the UNCAC Treaty, they never made 'trading in influence' (article 18) an offense. So indeed, it is possible that this can not be prosecuted in The Netherlands. But if we use the Transparency International definition of corruption as 'the abuse of entrusted power for private gain', as most of the world does, this is a corrupt practice. Though it may not be possible to prosecute this practice in The Netherlands, I still call it corruption. My response was not published, but I share it now anyway. And I use this example for the #ethics, #compliance and #anticorruption training that I provide.

📢 4CF advises European Commission as part of Foresight-on-Demand (FOD) consortium 📌 4CF has secured a four-year “Foresight-on-Demand” #consulting contract as part of a consortium successfully led by AIT Austrian Institute of Technology. The consortium with 4CF's participation will advise the European Commission and fourteen other EU organisations on #science and #technology policy programming. By working together under the FOD framework contract, the European Commission will gain access to knowledge on potential future developments gained through participatory processes, and the ability to further extend its #foresight capacity within its own bodies. #Zeehavens zijn cruciaal voor de aanleg en het onderhoud van #windparken op de #Noordzee en daarmee het verwezenlijken van de enorme ambities voor een duurzame #energievoorziening in Europa. Vorig jaar rond deze tijd sloegen de Nederlandse zeehavens de handen ineen samen met Netherlands Wind Energy Association (NWEA) en IRO - The Association of Dutch Suppliers in the Offshore Energy Industry en stuurden gezamenlijk een brief aan het Ministerie van Economische Zaken en Klimaat en Ministerie van Infrastructuur en Waterstaat. Er werd dringend aandacht gevraagd voor het steeds nijpender wordend tekort aan #haveninfrastructuur tbv de installatie én het onderhoud van de wind parken op zee, De handschoen werd opgepakt door Netherlands Enterprise Agency (RVO) en ondertussen heeft Royal HaskoningDHV een havenstudie iov van North Seas Energy Cooperation (#NSEC) uitgevoerd. Dit rapport laat inderdaad zien dat er honderden hectares nodig zijn om de ambities waar te maken. De oplossingen zijn niet eenvoudig onder meer door de vele andere (ook energie gerelateerde) ruimtevragers in de zeehavens en de complexe business cases. We zien ernaar uit om in gezamenlijkheid met de havens, bedrijfsleven NWEA WindEurope, de #ministeries, de European Commission , de European Investment Bank (EIB) en de regionale en lokale overheden oplossingen te bedenken opdat havenontwikkeling voor de #energietransitie mogelijk wordt. EVENT: Thursday, April 11, 2024: Carbon Storage Dialogues in The Hague CCS development in the Netherlands has entered the next phase. After the FID (Final Investment Decision) of Porthos and the FEED (Front End Engineering Design) decision of Aramis (2023), the realization of the first project is getting closer and closer. Now that (most) technical and financial barriers have been overcome, the societal perspective on CCS becomes more relevant than ever. Especially in light of the fact that CCS is no longer seen as a temporary option for heavy industry, but can also achieve negative emissions in the long term with carbon removal. The need and urgency of social dialogue on CCS became very clear in late 2023. Discussions arose about, among other things, whether CCS is covered by fossil subsidies; large oil and gas parties storing their CO₂ and thus being able to continue their old business model and investing public money in CCS (with a new cabinet in mind). These discussions show the importance of discussing and answering such issues as a sector in dialogue with society. This social perspective is therefore the theme of the 5th edition of the Carbon Storage Dialogues on Thursday, April 11, 2024, at the Fokker Terminal in The Hague.
