Thank you to Zabala Innovation Europe for the opportunity for Science Europe to take part in their European Parliament hearing yesterday evening on R&I as a key factor for Industrial transformation, focusing on the next EU Framework Programme. It was a pleasure to join MEP Lina Gálvez Muñoz, Manuel Heitor Manuel Heitor, Eduardo Beltrán de Nanclares, Emilie-Marie Mercier of EDF to exchange perspectives on the priorities which should shape the programme. In her remarks, Lidia Borrell-Damian, Science Europe Secretary General stressed the following as prerequisites to increase the effectiveness of European R&I and overcome current challenges related to competitiveness, the widening innovation gap and the EU’s strategic priorities: · An ambitious, ring-fenced budget - an investment of EUR 200 billion is necessary to adequately leverage the knowledge created by R&I · A programme which also strengthens support for fundamental research, to ensure Europe’s long-term technological resilience and capacity for innovation · Support for #openscience, despite current geopolitical challenges, and international collaboration based on reciprocity, balancing the increased need for research security · Measures to tackle the R&I divide across Europe and promote researcher mobility, turning ‘brain drain’ into ‘brain circulation’ · Measures which continue to address biases, inequality, and gender-based violence in the European R&I ecosystem, and tackle all forms of discrimination · Measures to promote environmental sustainability and research organisations’ efforts to address the environmental impact of research and research-related activities · Simplified administrative processes which focus on improving accessibility, and do not restrict  curiosity-driven research · Simplified processes for the organisation of European partnerships and improved transparency in the design and governance of missions which involve researchers and innovators in science-based societal transformations. 💎 Exciting milestones for #DiamondOpenAccess in Europe! This week, three initiatives shaped by Science Europe and its member organisations have officially launched. ✅ Launch of the European Diamond Capacity Hub (EDCH) The EDCH aims to empower the Diamond OA community in Europe by supporting capacity centres, publishers, and service providers across institutional, national, and disciplinary levels. Science Europe is a driving force behind the Hub, and our Secretary General, Lidia Borrell-Damian, will serve as Chair of the Steering Committee. ✅ Statement of intent on #OpenResearchEurope (ORE) Leading research funding and performing organisations in Europe have announced their collective intention to fund ORE, ensuring its non-profit mission serves the public good. Science Europe proudly supports member organisations involved in this effort, with an agreement anticipated later this year. Thank you to the Berlin Institute for Scholarly Publishing (BISP) for their invitation to take part in the annual Academic Publishing in Europe conference in Berlin and speak as part of a panel on protecting trust and integrity in science. The APE conferences bring together stakeholders in scholarly communications and scientific publishing, and we were pleased to join the conversations on this year's theme: Scholarly communication: Reframing the dialogue, and the key topics in research policy such as science communication, open science, research assessment, and trust and integrity in research. As part of the final panel discussion James Morris presented our work on research culture and how a values-based approach to policy and practice advances can help to enable trust in science by placing integrity and transparency at the heart of all advances. It was emphasised that a shared mission of all Science Europe Member Organisations was support for knowledge advancement, and that research quality and trust in science are core elements that need to be fostered and protected to ensure this advancement.  Our recent position statement highlights how ‘research integrity underpins research quality’ and is therefore a vital element in supporting trust in science. Research organisations dedicate significant resources to promoting good research practice and combatting research misconduct. At the same time, policy initiatives such as CoARA - Coalition for Advancing Research Assessment are placing greater focus on the research process rather than only research outputs. These actions, combined, can help promote research cultures where integrity, transparency, and openness are embedded into all aspects of the research endeavour and contribute to the quality of research and trust. To advance research cultures in this way, stakeholders must work together, and there is an opportunity for knowledge sharing and good practice exchange between research institutes, funding agencies, and publishers on ways to promote good research practice and combat research misconduct, for the benefit of all. Science Europe applauds the collaborative agreement established between the European Commission and a consortium of public research funding and performing organisations to advance Open Research Europe (ORE). The Science Europe member organisations supporting this initiative include: Austrian Science Fund FWF; ANR, the French National Research Agency, Deutsche Forschungsgemeinschaft (DFG) - German Research Foundation, The Research Council of Norway; Fundação para a Ciência e a Tecnologia (FCT); the Slovenian Research and Innovation Agency; CSIC; Formas, a Swedish Research Council for Sustainable Development; Forte - Swedish Research Council for Health, Working Life and Welfare; and the Vetenskapsrådet / Swedish Research Council. These signatories have pledged to collectively fund ORE as a non-profit, open-access publishing platform for an initial period of five years, beginning in 2026. This commitment aligns with Science Europe’s strategic focus on open science and its advocacy for diamond open access. ORE will gradually adopt the diamond open access principles outlined in the Action Plan for #DiamondOpenAccess: bit.ly/3QOPZ8j Science Europe will continue to support its participating member organisations as they work toward finalising a collaboration and financing agreement by the end of 2025.
