About us
The Practice of Tom Phillips + Associates (TPA) is a Dublin-based company specialising in spatial planning and development, operating throughout Ireland since 2002. The Cork Office of TPA opened in 2021. TPA provides the professional overview, experience and specialist technical expertise required to guide businesses, developers, and other clients through the intricacies of the planning system. The Practice has evolved into the largest Town Planning Consultancy in Ireland, undertaking a wide variety of commissions for public sector and private sector clients. The former includes Government Departments, Statutory Bodies and Semi-State Organisations; the latter, a wide variety of major blue-chip companies and construction companies, as well as individuals. Team members possess a broad range of professional skills, with collective qualifications in town planning, project management, urban design, landscape architecture, civil engineering, archaeology, surveying, and graphic design. We also have specialists in 3D visualisation and animation.

We are delighted to share our latest progress update at our Waterfront site where we are building Citi’s new building. Level Six is now structurally complete, while construction is well underway between Levels Seven and Eight. The façade installation has commenced and great progress is being achieved, as can be seen in the video below. Redevelopment of this historical site in Dublin Docklands will deliver a 450k sq. ft. GIA Grade A office block for Citi which will be Triple Platinum – LEED, WELL and WiredScore. The next phases on the site will include two commercial blocks totalling 373k sq. ft. GIA Grade A office space as well as a large-scale residential development of 550 units, which will be expertly managed by RGRE’s operational platform Libra Living. Ronan Group has earned a reputation for being the number one provider of headquarter buildings for some of Dublin’s largest international employers, having already built the HQs of Amazon, Salesforce, Meta (Facebook), Vodafone and PwC Ireland. Project Update ǀ Abbey Street, Dublin - Mixed Use Development KSN is providing full cost consultancy services on a mixed used hotel/retail development for our client Starwood Capital Group in conjunction with Marlet Property Group. Set in the heart of Dublin's city centre, this development will consist of an 11-storey hotel fronting Abbey Street and a 10-storey aparthotel backing Great Strand Street. Once completed the hotel will offer 252 bedrooms, reception area, bar and lounge and include two external courtyards. The aparthotel will house 222 bedrooms, lounge, restaurant, gym and include an external courtyard area at 1st floor level. As well as providing much needed accommodation to the area the project also comprises of an extensive retail unit (16,921 sq. ft.) located at ground level. The KSN project team is under the stewardship of Aidan Ryan working in close collaboration with an impressive design team. The Irish Planning Institute (IPI), the all-island professional membership organisation for spatial planners, has welcomed the appointment of James Browne TD as the Minister for Housing, Local Government and Heritage. With the new Programme for Government targeting the delivery of 300,000 new homes by 2030, as well as major investments in new infrastructure projects across transport, energy and water, the IPI looks forward to working proactively with Minister Browne, department officials and all relevant agencies to ensure these targets are delivered. Gavin Lawlor, President of the Irish Planning Institute said: “On behalf of our members who work as planners across the planning system I would like to congratulate James Browne on his appointment as Minister for Housing, Local Government and Heritage. 🏛️ Draft Programme for Government – Planning Headlines 📐 As the dust begins to settle on the commitments contained within yesterdays Draft Programme for Government, it is clear that planning will be front and centre over the new governments term with many commitments focused on addressing the present Infrastructure, energy & housing shortcomings. Some of key commitments identified by TPA include: Infrastructure · Prioritise early review of the National Development Plan by July 2025. · Create an Infrastructure Division to work with stakeholders to advise Government on strategic project selection and prioritisation, aligned with national priorities. · Require Local Authorities to facilitate pre-planning meetings for every new significant residential, community and infrastructure development above a threshold set by the Minister. · Work with stakeholders to achieve the governments objective of lifting the passenger cap at Dublin airport as soon as possible. · Assess the need for a new waste to energy facility and maintain a renewed focus on zero waste infrastructure. Housing · Target 300,000 new homes built by the end of 2030 via the State driving down costs, reducing red tape, overhauling the planning system and supporting direct delivery. · Increase the quantum of zoned and serviced land to accommodate new homes, via implementation of a revised National Planning Framework. · Recruit additional planning staff to the Land Development Agency and Local Authority Planning Departments to help deliver targeted no. of homes faster. · Establish of a new procedure for large developments above 100 units where developers can meet with local authority planners and Uisce Éireann on site to solve issues at the pre-planning stage. Energy · Take all necessary action to ensure and protect Ireland’s energy security. · Deliver 9 Gigawatts (GW) of onshore wind, 8GW solar and at minimum 5GW offshore wind by 2030. · Fast-Track Offshore Wind Development via prioritising the publication of Designated Maritime Area Plans. · Permit data centres that contribute to economic growth and efficient energy usage, such as capturing waste heat for use in district heating systems. · The Programme emphasises the need to fast-track development processes for housing and infrastructure to address Ireland's housing supply and energy needs. Key commitments include leveraging the new Planning Act to expedite renewable projects, creating a comprehensive plan to accelerate energy generation and connectivity, and implementing a single-stage approval process for standardised Social Housing to meet an annual target of 12,000 units. The Draft Programme includes numerous other planning related commitments, some of which will be challenging and complex to navigate through, a challenge which TPA look forward to working with our clients to successfully turn these commitments into results over the years ahead. #planning #programmeforgovernment #planningforthefuture
