$146.4M value loss in 23 years. But that loss is a catalyst for something new for Gwinnett Place Mall. Much-needed housing is a big part of the redevelopment plan. The "residential-heavy plan, called Global Villages, would create a central park as the communal nucleus, remake all roadways as Complete Streets with connections to other key points in Duluth, and enhance transit with possible bus-rapid-transit options and a new transit center." Black Box Planning is proud to be involved with schemes like this. Having had a couple of weeks to reflect on the resolution to grant permission, there are a few key takeaways, from a planners perspective: - a committed client makes all the difference - this was a hard fought permission, with many ups and downs along the way, but both clients stuck with it; - a good strategy is essential. The determination of this scheme was all about balance. Bromford recognised this. It was loaded with benefits - meaningful benefits, which will change peoples lives; - make sure you know what you’re talking about. The evidence base supporting this scheme was extensive. It needed to be because we were dealing with a Scheduled Monument in the middle of the site; - assemble a strong team. Everyone involved put in a huge shift; - get the message across. There was strong support from across the community, because people knew what was being proposed and what the key issues were. That is not easy with a complicated site; and - sprinkle some magic dust. Members reached a different conclusion to their officers. They were entitled to do so and did, because their officers were fair in presenting the issues. Planning is about balance. Well done all involved and I look forward to seeing this one delivered.

The severe ice and wind storm (just passing as we speak) has been challenging for most of us; but it's been far more dangerous and difficult for our many neighbors living outside without safe housing or permanent shelter. We're so grateful for the many incredible organizations and friends who work to provide food, operate warming shelters, and respond to these kinds of emergency needs for the unhoused people across our community. That's why we're also so thankful for visionary people like the mayor and council of the City of Beaverton who've worked tirelessly to bring more permanent solutions to life, like the year-round shelter we've had the pleasure of designing with them. Now a few months into construction, this incredible project represents a concerted effort to prioritize dignity, comfort, and support through trauma-informed design and integration of natural elements, plantings, and even an indoor tree growing at the heart of its shared common space. The level of commitment brought to this project by so many partners, policy makers, supporters, and service organizations feels staggering; and it shows just how much can be accomplished by open hearts and minds, from a place of abundance and care. It's incredible to play a role, and to watch this existing retail building be transformed into a place where people can safely belong and feel supported through the difficult transition from the trauma of living without a home and into stable, permanent housing. Planning experts have branded proposals in the Department for Levelling Up, Housing and Communities’ (DLUHC’s) consultation on speeding up delivery of local plans “unrealistic” 🏘️ Planning partner, Paul Brailsford featured in this Property Week article and said, whilst the consultation “sounds absolutely great”, the proposals were “just not realistic”. He added: “It’s difficult to know what DLUHC’s strategy is at the moment. It seems to be: say a lot of good things irrespective of whether they’re based in reality or have any prospect of being delivered." As of 2024, no new substantial #redevelopment projects have been approved in South Orange's Church Street Redevelopment Area due to inconsistent zoning standards with current planning and development practices, creating barriers to both improvements and development. 🚧 For example, over the past decade, several applications have been submitted for the 185 Church Street property within the R-22 District, but none have progressed for a variety of reasons.
